Bas Heijne's Propaganda 3

‘Perception Management’ was pioneered in the 1980’s under the Reagan administration in order to avoid the public opposition to future wars that was seen during the Vietnam War.

The United States Department of Defense defines perception management as:

‘Actions to convey and/or deny selected information and indicators to foreign audiences to influence their emotions, motives, and objective reasoning as well as to intelligence systems and leaders at all to influence official estimates, ultimately resulting in foreign behaviors and official actions favorable to the originator’s objectives. In various ways, perception management combines truth projection, operations, security, cover and deception, and psychological operations.’

At the onset of the Iraq war in 2003, journalists were embedded with US troops as combat cameramen. The reason for this was not to show what was happening in the war, but to present the American view of it. Perception management was used to promote the belief that weapons of mass destruction were being manufactured in Iraq to promote its military intervention, even though the real purpose behind the war was regime change.

Alvin and Heidi Toffler cite the following as tools for perception management in their book, ‘War and Anti-War’:

accusations of atrocities;
hyperbolic inflations;
demonization and dehumanization;
polarization;
claim of divine sanction; and
meta-propaganda.

In 2001, the Rendon Group, headed by John Rendon, was secretly granted a $16 million contract to target Iraq with propaganda. Rendon, who had been hired by the CIA to help create conditions to removal Saddam Hussein from power, is a leader in ‘perception management.’ Two months later, in December 2001, a clandestine operation performed by the CIA and the Pentagon produced false polygraph testimony of an alleged Iraqi civil engineer, who testified that he had helped Saddam Hussein and his men hide tons of biological, chemical and nuclear weapons. Of course, we now know that there were no weapons of mass destruction hidden in Iraq.

In zijn -- ook in het Nederlands vertaalde -- boek Amusing Ourselves to Death: Public Discourse in the Age of Show Business (1985) beschreef de Amerikaanse communicatiewetenschapper en cultuurcriticus Neil Postman hoe de televisie onvermijdelijk het publieke en politieke debat infecteerde met ‘a headline and catchphrase virus, where facts were in the way of entertainment.’

There are two ways by which the spirit of a culture may be shriveled. In the first — the Orwellian — culture becomes a prison. In the second — the Huxleyan — culture becomes a burlesque (klucht. svh). No one needs to be reminded that our world is now marred by many prison-cultures… it makes little difference if our wardens are inspired by right- or left-wing ideologies. The gates of the prison are equally impenetrable, surveillance equally rigorous, icon-worship pervasive…. Big Brother does not watch us, by his choice. We watch him, by ours… When a population becomes distracted by trivia, when cultural life is redefined as a perpetual round of entertainments, when serious public conversation becomes a form of baby-talk, when, in short, a people become an audience, and their public business a vaudeville act, then a nation finds itself at risk; culture-death is a clear possibility.

Donald Trump no longer needs to launch Trump TV.

He’s already the star of his own political reality show.

Americans have a voracious appetite for TV entertainment, and the Trump reality show—guest starring outraged Democrats with a newly awakened conscience for immigrants and the poor, power-hungry Republicans eager to take advantage of their return to power, and a hodgepodge of other special interest groups with dubious motives—feeds that appetite for titillating, soap opera drama.

After all, who needs the insults, narcissism and power plays that are hallmarks of reality shows such as Celebrity Apprentice or Keeping Up with the Kardashians when you can have all that and more delivered up by the likes of Donald Trump and his cohorts?

Yet as John Lennon reminds us, ‘nothing is real,’ especially not in the world of politics.

Much like the fabricated universe in Peter Weir’s 1998 film The Truman Show, in which a man’s life is the basis for an elaborately staged television show aimed at selling products and procuring ratings, the political scene in the United States has devolved over the years into a carefully calibrated exercise in how to manipulate, polarize, propagandize and control a population.

Indeed, Donald Trump may be the smartest move yet by the powers-that-be to keep the citizenry divided and at each other’s throats, because as long as we’re busy fighting each other, we’ll never manage to present a unified front against tyranny in any form.

This is the magic of the reality TV programming that passes for politics today.

It allows us to be distracted, entertained, occasionally a little bit outraged but overall largely uninvolved, content to remain in the viewer’s seat.

The more that is beamed at us, the more inclined we are to settle back in our comfy recliners and become passive viewers rather than active participants as unsettling, frightening events unfold.

Reality and fiction merge as everything around us becomes entertainment fodder.

We don’t even have to change the channel when the subject matter becomes too monotonous. That’s taken care of for us by the programmers (the corporate media).

For instance, before we could get too worked up over government surveillance, the programmers changed the channels on us and switched us over to breaking news about militarized police. Before our outrage could be transformed into action over police misconduct, they changed the channel once again to reports of ISIS beheadings and terrorist shootings. Before we had a chance to challenge what was staged or real, the programming switched to the 2016 presidential election.

‘Living is easy with eyes closed,’ says Lennon, and that’s exactly what reality TV that masquerades as American politics programs the citizenry to do: navigate the world with their eyes shut.

As long as we’re viewers, we’ll never be doers.

Studies suggest that the more reality TV people watch — and I would posit that it’s all reality TV — the more difficult it becomes to distinguish between what is real and what is carefully crafted farce.

‘We the people’ are watching a lot of TV… And reality TV programming consistently captures the largest percentage of TV watchers every season by an almost 2-1 ratio.

This doesn’t bode well for a citizenry able to sift through masterfully-produced propaganda in order to think critically about the issues of the day, whether it’s fake news peddled by government agencies or foreign entities.

Those who watch reality shows tend to view what they see as the 'norm.' Thus, those who watch shows characterized by lying, aggression and meanness not only come to see such behavior as acceptable and entertaining but also mimic the medium.

This holds true whether the reality programming is about the antics of celebrities in the White House, in the board room, or in the bedroom.

It’s a phenomenon called 'humilitainment.'

A term coined by media scholars Brad Waite and Sara Booker, 'humilitainment' refers to the tendency for viewers to take pleasure in someone else’s humiliation, suffering and pain.

'Humilitainment' largely explains not only why American TV watchers are so fixated on reality TV programming but how American citizens, largely insulated from what is really happening in the world around them by layers of technology, entertainment, and other distractions, are being programmed to accept the brutality, surveillance and dehumanizing treatment of the American police state as things happening to other people.

The ramifications for the future of civic engagement, political discourse and self-government are incredibly depressing and demoralizing.

This not only explains how a candidate like Donald Trump with a reputation for being rude, egotistical and narcissistic could get elected, but it also says a lot about how a politician like Barack Obama — whose tenure in the White House was characterized by drone killings, a weakening of the Constitution at the expense of Americans’ civil liberties, and an expansion of the police state — could be hailed as 'one of the greatest presidents of all times.'

This is what happens when an entire nation — bombarded by reality TV programming, government propaganda and entertainment news — becomes systematically desensitized and acclimated to the trappings of a government that operates by fiat and speaks in a language of force.

Ultimately, as I make clear in my book Battlefield America: The War on the American People, the reality shows, the entertainment news, the surveillance society, the militarized police, and the political spectacles have one common objective: to keep us divided, distracted, imprisoned, and incapable of taking an active role in the business of self-government.

If ‘we the people’ feel powerless and apathetic, it is only because we have allowed ourselves to be convinced that the duties of citizenship begin and end at the ballot box.

Marching and protests have certainly been used with great success by past movements to foment real change, but if those marches and protests are merely outpourings of discontent because a particular politician won or lost with no solid plan of action or follow-through, then what’s the point?

Martin Luther King Jr. understood that politics could never be the answer to what ailed the country. That’s why he spearheaded a movement of mass-action strategy that employed boycotts, sit-ins and marches. Yet King didn’t march against a particular politician or merely to express discontent. He marched against injustice, government corruption, war, and inequality, and he leveraged discontent with the status quo into an activist movement that transformed the face of America.

When all is said and done, it won’t matter who you voted for in the presidential election. What will matter is where you stand in the face of the injustices that continue to ravage our nation: the endless wars, the police shootings, the over-criminalization, the corruption, the graft, the roadside strip searches, the private prisons, the surveillance state, etc.

Will you tune out the reality TV show and join with your fellow citizens to push back against the real menace of the police state, or will you merely sit back and lose yourself in the political programming aimed at keeping you imprisoned in the police state?

In Wij Amuseren Ons Kapot.

In spite of their differing perceptions of the architecture of the totalitarian superstate and how it exercises power and control over its residents, George Orwell and Aldous Huxley shared a fundamental conviction. They both argued that the established democracies of the West were moving quickly toward a historical moment when they would willingly relinquish the noble promises and ideals of liberal democracy and enter that menacing space where totalitarianism perverts the modern ideals of justice, freedom and political emancipation. Both believed that Western democracies were devolving (overging. svh) into pathological states in which politics was recognized in the interest of death over life and justice. Both were unequivocal in the shared understanding that the future of civilization was on the verge of total domination or what Hannah Arendt called ‘dark times.’

While Neil Postman and other critical descendants have pitted Orwell and Huxley against each other because of their distinctively separate notions of a future dystopian society, I believe that the dark shadow of authoritarianism, which shrouds US society like a thick veil, can be lifted by re-examining Orwell's prescient dystopian fable 1984 as well as Huxley's Brave New World in light of contemporary neoliberal ascendancy. Rather than pit their dystopian visions against each other, it might be more productive to see them as complementing each other…

When the discourse of politics amounts to a choice between Donald Trump and Hillary Clinton, we enter a world in which the language of fundamental, radical, democratic, social and economic change disappears. What liberals and others trapped in a lesser-of-two-evils politics forget is that elections no longer capture the popular imagination, because they are rigged and driven by the wealth of the financial elite. Elections bear no relationship to real change and offer instead the mirage or swindle of real choice. Moreover, changing governments results in very little real change when it comes to the concentration of power and the decimation of the commons and public good. At the same time, politicians in the age of reality TV embody Neil Postman's statement in Amusing Ourselves to Death that ‘cosmetics has replaced ideology’ and has helped to usher in the age of authoritarianism. Power hides in the dictates of common sense and wields destruction and misery through the ‘innocent criminals’ who produce austerity policies and delight in a global social order dominated by precarity (bestaansonzekerheid. svh), fear, anxiety and isolation.

What happens when politics turns into a form of entertainment that washes out all that matters? What happens to mainstream society when the dominant and more visible avenues of communication encourage and legitimate a mode of infantilism that becomes the modus operandi of newscasters, and trivia becomes the only acceptable mode of narration? What happens when compassion is treated as a pathology and the culture of cruelty becomes a source of humor and an object of veneration? What happens to a democracy when it loses all semblance of public memory and the welfare state and social contract are abandoned in order to fill the coffers of bankers, hedge fund managers and the corporate elite? What are the consequences of turning higher education into an ‘assets to debt swapping regime’ that will burden students with paying back loans in many cases until they are in their 40s and 50s? What happens when disposable populations are brushed clean from our collective conscience, and are the object of unchecked humiliation and disdain by the financial elite? As Zygmunt Bauman points out in Babel: ‘How much capitalism can a democracy endure?’

What language and public spheres do we need to make hope realistic and a new politics possible? What will it take for progressives to move beyond a deep sense of political disorientation? What does politics mean in the face of an impending authoritarianism when the conversation among many liberals and some conservatives is dominated by a call to avoid electing an upfront demagogue by voting instead for Hillary Clinton, a warmonger and neoliberal hawk who denounces political authoritarianism while supporting a regime of financial tyranny? What does resistance mean when it is reduced to a call to participate in rigged elections that reproduce a descent into an updated form of oligarchy, and condemns millions to misery and no future, all the while emptying out politics of any substance?

Instead of tying the fortunes of democracy to rigged elections we need nonviolent, massive forms of civil disobedience. We need to read Howard Zinn, among others, once again to remind ourselves where change comes from, making clear that it does not come from the top but from organized social formations and collective struggles. It emerges out of an outrage that is organized, collective, fierce, embattled and willing to fight for a society that is never just enough. The established financial elites who control both parties have been exposed and the biggest problem Americans face is that the crisis of ideas needs to be matched by an informed politics that refuses the old orthodoxies, thinks outside of the box, and learns to act individually and collectively in ways that address the unthinkable, the improbable, the impossible — a new future.

As politics is reduced to a carnival of unbridled narcissism, deception, spectacle and overloaded sensation, an anti-politics emerges that unburdens people of any responsibility to challenge the fundamental precepts of a society drenched in corruption, inequality, racism and violence. This anti-politics also removes many individuals from the most relevant social, moral and political bonds. This is especially tragic at a historical moment marked by an endless chain of horrors and a kind of rootlessness that undermines all foundations and creates an uncertainty of unprecedented scale. Fear, insecurity and precarity now govern our lives, rendering even more widespread feelings of loneliness, powerlessness and existential dread.

Instead of tying the fortunes of democracy to rigged elections we need nonviolent, massive forms of civil disobedience.

Under such circumstances, established politics offers nothing but scorn, if not an immense disregard for the destruction of all viable bonds of solidarity, and the misery that accompanies such devastation. Zygmunt Bauman and Ezio Mauro are right in arguing, in their book Babel, that we live at a time in which feeling no responsibility means rejecting any sense of critical agency and refusing to recognize the bonds we have with others. Time is running out, and more progressives and people on the left need to wake up to the discourse of refusal, and join those who are advocating for radical social and structural transformation. This is not merely an empty abstraction, because it means thinking politics anew with young people, diverse social movements, unions, educators, environmentalists and others concerned about the fate of humanity.

It is crucial to acknowledge that we live in a historical conjuncture in which the present obliterates the past and can only think about the future in dystopian terms. It is time to unpack the ideological and structural mechanisms that keep the war machine of capitalism functioning. It is also time to recognize that there are no shortcuts to addressing the anti-democratic forces now wrecking havoc on US society. The ideologies, grammar and structures of domination can only be addressed as part of a long-term collective struggle,

Howard Beale, the longtime anchor of the Union Broadcasting System's UBS Evening News, learns from the news division president, Max Schumacher, that he has just two more weeks on the air because of declining ratings. The two old friends get roaring drunk and lament the state of their industry. The following night, Beale announces on live television that he will commit suicide on next Tuesday's broadcast. UBS fires him after this incident, but Schumacher intervenes so that Beale can have a dignified farewell. Beale promises he will apologize for his outburst, but once on the air, he launches back into a rant claiming that life is 'bullshit.' Beale's outburst causes the newscast's ratings to spike, and much to Schumacher's dismay, the upper echelons of UBS decide to exploit Beale's antics rather than pull him off the air. In one impassioned diatribe, Beale galvanizes the nation, persuading his viewers to shout out of their windows 'I'm as mad as hell, and I'm not going to take this anymore!' […] When Beale discovers that Communications Corporation of America (CCA), the conglomerate that owns UBS, will be bought out by an even larger Saudi Arabian conglomerate, he launches an on-screen tirade against the deal, encouraging viewers to send telegrams to the White House telling them, 'I want the CCA deal stopped now!' This throws the top network brass into a state of panic because the company's debt load has made merger essential for survival. Hackett takes Beale to meet with CCA chairman Arthur Jensen, who explicates his own 'corporate cosmology' to the attentive Beale. Jensen delivers a tirade of his own in an 'appropriate setting,' the dramatically darkened CCA boardroom, that suggests to the docile Beale that Jensen may himself be some higher power—describing the interrelatedness of the participants in the international economy and the illusory nature of nationality distinctions. Jensen persuades Beale to abandon the populist messages and preach his new 'evangel.' But television audiences find his new sermons on the dehumanization of society depressing, and ratings begin to slide, yet Jensen will not allow UBS executives to fire Beale. Seeing its two-for-the-price-of-one value—solving the Beale problem plus sparking a boost in season-opener ratings —  Christensen, Hackett, and the other executives decide to hire the Ecumenical Liberation Army to assassinate Beale on the air. The assassination succeeds, putting an end to The Howard Beale Show and kicking off a second season of The Mao Tse-Tung Hour.

You have meddled with the primal forces of nature, Mr. Beale, and I won't have it! Is that clear? Do you think you've merely stopped a business deal? That is not the case. The Arabs have taken billions of dollars out of this country, and now they must put it back! It is ebb and flow, tidal gravity! It is ecological balance! You are an old man who thinks in terms of nations and peoples. There are no nations. There are no peoples. There are no Russians. There are no Arabs. There are no third worlds. There is no West. There is only one holistic system of systems, one vast and inane, interwoven, interacting, multi-variate, multi-national dominion of dollars. Petro-dollars, electro-dollars, multi-dollars, Reichmarks, rins, rubles, pounds, and shekels. It is the international system of currency which determines the totality of life on this planet. That is the natural order of things today. That is the atomic and sub-atomic and galactic structure of things today! And you have meddled with the primal forces of nature, and You Will Atone! Am I getting through to you, Mr. Beale?

You get up on your little twenty-one inch screen and howl about America and democracy. There is no America. There is no democracy. There is only IBM and ITT and AT&T and DuPont, Dow, Union Carbide, and Exxon. Those are the nations of the world today. What do you think the Russians talk about in their councils of state — Karl Marx? They get out their linear programming charts, statistical decision theories, minimax solutions, and compute the price-cost probabilities of their transactions and investments, just like we do. We no longer live in a world of nations and ideologies, Mr. Beale. The world is a college of corporations, inexorably determined by the immutable by-laws of business. The world is a business, Mr. Beale; it has been since man crawled out of the slime. And our children will live, Mr. Beale, to see that perfect world in which there's no war or famine, oppression or brutality — one vast and ecumenical holding company, for whom all men will work to serve a common profit, in which all men will hold a share of stock — all necessities provided, all anxieties tranquilized, all boredom amused. And I have chosen you, Mr. Beale, to preach this evangel.

Howard Beale: Why me?

Arthur Jensen: Because you're on television, dummy. Sixty million people watch you every night of the week, Monday through Friday.

In welk virtueel universum leeft Bas Heijne?

Volgens Wikipedia is

We are more gullible (onnozel. svh) and superstitious today than we were in the Middle Ages, and an example of modern credulity is the widespread belief that the Earth is round. The average man can advance not a single reason for thinking that the Earth is round.  He merely swallows this theory because there is something about it that appeals to the twentieth century mentality.

For most of its disciples the appeal of the Enlightenment has always bell that of an ersatz religion. The Enlightenment was another version of Christian myth more than it was a critique of Christianity, and the evangelical atheism that has staged an anachronistic revival in recent years is significant chiefly as a sign of the unreality of secularization.

at war longer than any president in US history, and is the only president to have served two whole terms with America at war… Obama was a hawk, alright, and a lethal one. Recently released figures revealed that in 2016, US special operations were active in 70% of the world’s nations, or 138 countries. This was a 130% increase over Bush’s administration. In the same year, Obama ordered his military to drop at least 26,171 bombs. That’s 72 a day, or three every hour. They rained relentlessly down on seven majority-Muslim countries – Syria, Iraq, Afghanistan, Libya, Yemen, Somalia and Pakistan.

Daarnaast deporteerde de ‘Verlichte’ Obama:

nearly three million people. That is the most deported by any president, ever. His appalled critics even dubbed him ‘Deporter-in-Chief,’

Drug abuse in America, particularly involving opiates, rocketed to obscene levels in the Obama years. Racial tensions, especially between police and civilians, worsened to levels not seen since the 60s and 70s. Violent crime, on a downward curve for several decades, spiked by 15% in each of the last two years. (Obama’s hometown Chicago, run by his former chief of staff Rahm Emanuel is one of the cities most responsible for that spike.) Even Obamacare, his once-vaunted flagship health program, has disintegrated amid bitter acrimony and soaring costs to millions of Americans. As for ‘Monster’ President Trump’s war with the media, arguably the single worst offender in presidential history when it came to attacking press freedom was… you’ve guessed it, Barack Obama. Under Obama, the Justice Department and FBI spied on reporters by monitoring their phone records, and pursued Fox News reporter James Rosen’s private emails, then misled Congress about it. His administration set a record for failing to provide information requested by the press and public under the Freedom of Information Act. It used the Espionage Act to prosecute whistle-blowing leakers more than all of his predecessors combined. Veteran New York Times reporter James Risen said Obama’s administration was ‘the greatest enemy of press freedom that we have encountered in at least a generation.’ Others say it was even worse than in the Nixon era. Mr ‘Transparent’ turned out to be as transparent as the heavily fortified doors on the presidential car, The Beast.

Can a black ask for power at the level of the American presidency without wearing a mask, without reassuring whites that they will be given the benefit of the doubt without lessoning the anxiety inherent in being white today? Is real power possible for blacks without some negotiation with white innocence?

Steele merkt op dat:

In order to be part of history, to participate in its relentless evolution, the black American has always had to don the mask that would enable him to join the larger white world, where, presumably, history is being made. Thus, to a degree, inauthenticity has been the price blacks have paid to join history,

waardoor

the price for acting in the interest of his own authenticity -- for being mask less -- was to fall outside of history.

Dan zijn zij 'loud, colorful, and completely self-invented out of the historical chaos of black life.' Zij zijn dan 'existential cowboys wearing no mask for the white world, and yet, for all their self-satisfaction, they were completely outside of history.' Vervolgens wijst Shelby Steele erop dat

Barack Obama entered history by wearing the bargainers mask. He was born to a fate that literally schooled him in bargaining. It was not a hard-earned and carefully evolved individuality that won him entrée into the national imagination...

His supporters do not look to him to DO something; they look to him primarily to BE something, to REPRESENT something. He is a bound man because he cannot be two opposing worldviews at the same time — he cannot grant whites their racial innocence and simultaneously withhold it from them.

Barack Obama emerged into a political culture that needed him more as an icon than as a man. He has gone 'far because the need is great. But this easy appeal has also been his downfall. It is a seduction away from character and conviction. In the Brotherhood, Tod Clifton (Afro-Amerikaanse hoofdrolspeler in de roman Onzichtbare Man, die Steele vergelijkt met Obama. svh) thought he never had to discover what he truly believed. He never considered his true self to be relevant. When he finally lurches away from this falseness, there is no self to guide him toward a meaningful life. Probably the greatest debilitation in black American life is that our history of masking — once so necessary to our survival — has caused us to overvalue the manipulation of white people and to undervalue the evolution of our individual selves.

The challenge for Barack Obama is the same as it is for all free people: to achieve visibility as an individual, to in fact become an individual rather than a racial cipher. Today, he is in the same peril of falling 'out of history' as the fictional Tod Clifton was sixty years ago. Unless we get to know who he is — what beliefs he would risk his life for — he could become a cautionary tale in his own right, an iconic figure who neglected to become himself!
