When the truth is replaced by silence, the silence is a lie.

-- Yevgeny Aleksandrovich Yevtushenko.

The dangers of a Hillary Clinton presidency are more familiar than Trump’s authoritarian unknowns, because we live with them in our politics already. They’re the dangers of elite groupthink, of Beltway power worship, of a cult of presidential action in the service of dubious ideals. They’re the dangers of a recklessness and radicalism that doesn’t recognize itself as either, because it’s convinced that if an idea is mainstream and commonplace among the great and good then it cannot possibly be folly.

Almost every crisis that has come upon the West in the last 15 years has its roots in this establishmentarian type of folly. The Iraq War, which liberals prefer to remember as a conflict conjured by a neoconservative cabal, was actually the work of a bipartisan interventionist consensus, pushed hard by George W. Bush but embraced as well by a large slice of center-left opinion that included Tony Blair and more than half of Senate Democrats.

Likewise the financial crisis: Whether you blame financial-services deregulation or happy-go-lucky housing policy (or both), the policies that helped inflate and pop the bubble were embraced by both wings of the political establishment. Likewise with the euro, the European common currency, a terrible idea that only cranks and Little Englanders dared oppose until the Great Recession exposed it as a potentially economy-sinking folly. Likewise with Angela Merkel’s grand and reckless open-borders gesture just last year: She was the heroine of a thousand profiles even as she delivered her continent to polarization and violence.

This record of elite folly — which doesn’t even include lesser case studies like our splendid little war in Libya — is a big part of why the United States has a “let’s try crazy” candidate in this election, and why there are so many Trumpian parties thriving on European soil.

One can look at Trump himself and see too much danger of still-deeper disaster, too much temperamental risk and moral turpitude, to be an acceptable alternative to this blunder-ridden status quo... while also looking at Hillary Clinton and seeing a woman whose record embodies the tendencies that gave rise to Trumpism in the first place.

Indeed what is distinctive about Clinton, more even than Bush or Obama, is how few examples there are of her ever breaking with the elite consensus on matters of statecraft.
She was for the Iraq War when everyone was for it, against the surge when everyone had given up on Iraq, and then an unchastened liberal hawk again in Libya just a few short years later.

She was a Russia dove when the media mocked Mitt Romney for being a Russia hawk; now she’s a Russia hawk along with everyone else in Washington in a moment that might require de-escalation.

She cites Merkel as a model leader, she’s surrounded by a bipartisan foreign policy cadre that’s eager for a Details To Be Determined escalation in Syria, and she seems — like her Goldman Sachs audiences — intent on sailing serenely above the storm of nationalism rather than reconsidering any of the assumptions of her class.

in those cases where the cosmopolitan position isn’t necessarily reasonable or safe, in those instances where the Western elite can go half-mad without realizing it, Hillary Clinton shows every sign of being just as ready to march into folly as her peers.

Hillary Clinton is the reverse of a popular politician — she is more like an ideally dutiful chair of a committee — and it has been an odd feature of the campaign to advertise her as ‘the most qualified person ever to run for president.’

What have qualifications, in this CV-building sense, to do with the traits we look for in a president? If the sane and sensible are bound to vote for Clinton as probably the less dangerous bet, still her errors of judgment as secretary of state remain a disturbing fact. In brutal vulgarity of sentiment, her statement on the mutilation and murder of Muammar Qaddafi, ‘We came, we saw, he died,’ and the cackle that followed the proclamation are barely matched by Trump’s saying of his failure to pay taxes: ‘That makes me smart.’

The disaster of Clinton’s policy of regime change in Libya and her desire to repeat the experiment in Syria are the most vulnerable points in her candidacy. But they won’t be a major issue in November, because Republicans have cared only about a fraction of the catastrophe, the deaths of four Americans in Benghazi. A larger and more elusive weakness is that she exudes (uitwasemen. svh) entitlement, of a meritocratic sort, and seems to lack a shred of feeling for people who played by the rules and haven’t been crowned with success.

The exceptions are the needy and minorities; but that only reinforces the sense that Democrats treat with contempt those whom they cannot patronize. How many non-elite white voters can now be drawn by Trump to vote with their resentment of the selective compassion of liberals? Trump, of all people, with his trademark saying ‘You’re fired,’ has turned into the candidate of people who feel they have lost out but don’t know why — the people Nathanael West (kritische joods Amerikaanse schrijver. svh) called ‘the cheated.’

The domestic state of the nation is so unpropitious (ongunstig. svh) in October 2016 that one may pity the winner of this election as much as the loser. We are living in a country under recurrent siege by the actions of crowds. There is the Tea Party crowd with their belief that global climate disruption is a scientific hoax; there is the Black Lives Matter crowd with their ambiguous slogan ‘No Justice, No Peace’; and there are more ominous developments, such as the acts of serial defiance of the federal government by the Bundy family in Nevada and Oregon. Whoever comes next will have the task of restoring respect for the law and a common adherence to the Constitution — the heaviest of burdens, even for a candidate prepared by training and disposition to carry it.

In Queen of Chaos, Johnstone issues a Herculean call for peace. Similarly, in another work, Dr. June Terpstra warns us to Beware the Women of the Hegemon, whose policy positions are as warlike as any man's. Johnstone shows us that like Madeleine Albright, the first woman U.S. Secretary of State before her, Clinton can defend sanctions regimes, bombs, and drone attacks as well as any man. As Johnstone guides us from Honduras to Libya, it becomes clear that Hillary qualifies as a woman of the Hegemon, supporting a belligerent U.S. foreign policy on almost every Continent... Hillary Clinton stole democracy from the Haitian people. She stole their hopes, their dreams, their aspirations for themselves; she stole their human rights. Now, if Hillary Clinton would do that to them, there's no telling what she will do to us. Johnstone gives us a kind of primer on Hillary Clinton’s foreign policy past: from genocide to 'We came, on Hillary Clinton's foreign policy past: from genocide to 'We came, we saw, he died!' I think it's clear: should Hillary Clinton become Madam President, we ain't seen nothing yet.

The self-controlled collapse of the Soviet Union opened the prospect for a new era of international cooperation, disarmament and peace. Moscow in particular was urging Washington to agree to mutual nuclear disarmament. But by this time the military-industrial complex (MIC. svh) had its clutches on the entire nation, including its mentality.  It would have taken extraordinary events or extraordinary leadership to liberate the United States economy from the MIC and direct it toward constructive domestic activities.

The moment of greatest opportunity was the presidency of Bill Clinton. But far from marking a turn toward peace, the Clinton administration opened a new phase of seemingly endless war.

It is doubtful that this was intentional or even conscious. A president with no strong foreign policy vision who reacts to unexpected events in unfamiliar places is inevitably manipulated by advisers with an agenda. In the American oligarchy, the President is a for actions decided in private sessions. He is there to sell policy more for actions decided in private sessions. He is there to sell policy more than to make it.

A vast power such as the MIC demands a certain degree of continuity. It cannot be bounced back and forth every four years between opposing forces. Reduction of military spending would raise the question of finding an equally profitable alternative to the incredibly lucrative possibilities of MIC contracts with government-guaranteed returns on investment.

But the MIC needs more than profits. It requires constant ideological justification for its dominance, if only to satisfy its own main actors, most notably in the military, where belief in a mission is a vital necessity. Congressmen and business leaders may be satisfied with votes and profits, but military officers and soldiers are expected to be ready to die for a cause. They and their families require some sort of inspiration. The immense military power of the Pentagon has spawned a community of ‘defense intellectuals,’ always on the lookout for ‘threats’ and ‘missions’ to justify the very existence of such a destructive, bloated (gezwollen. svh) power.

As the ‘communist threat’ faded out, this task fell primarily to the Washington think-tanks, privately-funded policy institutes that began to proliferate in the 1970s. In the post-Gorbachev era, they became more creative and more influential. K Street and Dupont Circle are the centers of foreign policy formulation, with strong links to the op-ed (opinie. svh) pages of major newspapers. This privatization of policy-making represented an opportunity for rich donors to gain influence. The funding sources ensure that the leading think tanks have a strong right-wing bias. The think tank community has become overwhelmingly influenced by generous pro-Israel donors and active pro-Israel intellectuals.

The most notorious of the latter group are the neoconservatives, or neocons, who have become the main force defining U.S. foreign policy. The term can be considered a euphemism, since this tight network of activists is far from ‘conservative’ in any real sense of the word. On the contrary, their ambition is to use U.S. military power to bring about vast changes in the world. They are nonpartisan; they go where the power is. In the 1970s, they nested in the office of the Democratic Senator from Washington, Henry ‘Scoop’ Jackson, nicknamed the Senator from Boeing for his devotion to his major home-state Pentagon contractor. The flagship legislative measure won by the early neocons was the 1974 ‘Jackson-Vanik amendment,’ sponsored by Jackson in the Senate and Charles Vanik in the House of Representatives, which denied normal trade relations to Soviet bloc countries with ‘brain drain’ restrictions on the freedom of Jewish emigration. Jackson and Richard Perle championed Ukrainian ‘refusenik’ Anatoly (later Natan) Sharansky . Once in Israel Sharansky became a leading ultra-nationalist politician and Israel, Sharansky became a leading ultra-nationalist politician and is currently dedicated to the emigration of French Jews. The Jackson-Vanik amendment merged main neoconservative themes which persist to this day: the assertion of U.S. power to dictate internal policies of other countries, hostility to Russia, devotion to Israel, and the use of ‘human rights’ demands as grounds for economic sanctions or other forms of intervention.

From March 2003 – May 2005 Israel's Minister without Portfolio [was], responsible for Jerusalem, social and Jewish diaspora affairs. Under this position Sharansky chaired a secret committee that approved the confiscation of East Jerusalem property of West Bank Palestinians. This decision was reversed after an outcry from the Israeli left and the international community… He resigned from the cabinet in April 2005 to protest plans to withdraw Israeli settlements from the Gaza Strip and northern West Bank.

It was in the administration of George W. Bush that the neocons gained notoriety as architects of the disastrous invasion of Iraq. The main thinker behind this war was Bush's Under Secretary of Defense for Policy, Paul Wolfowitz, whose doctrine comes down to a few simple assumptions. Perhaps the linchpin (kern. svh) of this doctrine is the erroneous idea that ‘democracies don't go to war against each other,’ a notion that retains credibility only thanks to the subterfuge (foefje. svh) of automatically labeling our adversaries as ‘dictatorships.’ This leads to the specious (politiek correct lijkende. svh) conclusion that war against dictators is the way to ensure peace. Like it or not, in 1999, Serbia was quite as ‘democratic’ as any other country in the region, and Slobodan Milosevic had been elected several times in perfectly ‘democratic’ elections. But he was a ‘dictator’ because the United States and NATO bombed his country. In any case, thanks to this svllogism (logische redenering. svh), which has been absorbed as part of the U.S. foreign policy doctrine, Wolfowitz persuaded George W. Bush that the way to solve the Palestinian deadlock was to remove the ‘dictators’ surrounding Israel. Thus the neighboring states would become ‘democracies’ and as such would naturallv make peace with ‘democratic Israel.’ So much for the Middle East. The other point of neocon focus is Russia and for that, the doctrine calls on the United States to prevent the rise of great power rival in Eurasia. Russia must be held down. Inherent in all this is an apology for ‘preventive’ war. That is, unprovoked aggressive war, waged to ‘prevent’ the rise of a rival, or to get rid of a dictator, or to head off some supposed threat, such as (nonexistent) weapons of mass destruction.

In the Bush II era, the neocons dominated the influential American Enterprise Institute (AEI) as well as operating through think tanks of their own. Most notable of these was the Project for the New American Century (PNAC), which disbanded in 2006, as its major policy triumph, the 2003 invasion of Iraq, was turning into a disgrace. But their influence began before George W. Bush, and lives on after his presidency.

PNAC was founded early in the second Clinton administration. Its June 1997 ‘Statement of Principles’ asks whether the United States has ‘the resolve (vastberadenheid. svh) to shape a new century favorable to America principles and interests?’ The implication is that the United States surely has the capacity to ‘shape the century,’ and the only thing missing might be its ‘resolve.’ PNAC thus called for a foreign policy ‘that boldly and purposefully promotes American principles abroad,’ adding that ‘it is important to shape circumstances before crises emerge, and to meet threats before they become dire.’ The wars against Serbia, Iraq and Libya illustrate this principle, as all three wars were initiated to meet threats that were in reality imaginary. This is the most blatant trick in the ‘preventive war’ doctrine: we may go to war to prevent something that never would have happened anyway, but since it didn't happen, we can claim credit for preventing it. In short, PNAC called for a doctrine of preventive war, which has indeed been adopted and applied, with the sole clear result of destroying existing regimes and to a large extent the countries that were governed by them,

Ter verduidelijking: ‘Discretionary Spending is the portion of the budget that the president requests and Congress appropriates every year. It represents less than one-third of the total federal budget…’ Diana Johnstone:

The PNAC Statement of Principles concluded with four demands:
  1. to increase defense spending significantly;
  2. to strengthen ties to democratic allies (meaning Israel especially) and ‘to challenge regimes hostile to our interests and values’ (meaning regime change, supposedly to shape a ‘democratic' world);
  3. to promote the cause of political and economic freedom abroad (opening markets and intervening in the domestic affairs of targeted countries);
  4. to accept responsibility for America's unique role in preserving and extending an international  order friendly to our security, our prosperity and our principles.

This last point foreshadows current movements to create a Community of Democracies, composed essentially of the English speaking world and Western Europe (plus Israel) to rival and dominate the United Nations as a more legitimate world authority by virtue of being made up of purely ‘democratic’ states, with NATO as its global police force.

In February 1998, a PNAC offshoot calling itself the Committee for Peace and Security in the Gulf sent an Open Letter President Clinton urging him to use U.S. military force to help ‘friendly’ Iraqi opposition groups overthrow Saddam Hussein. Bill Clinton was busy with other matters at the time, but the policy was to be followed by his successor, using 9/11 as pretext. The signatories were a roster of prominent neocons, including Elliott Abrams, Robert Kagan, Donald Rumsfeld, and Paul Wolfowitz.

This neo-conservative line (which might better be termed ‘archeo-radical,’ since it actually reverts to a radical application of the ancient law ‘Might Makes Right’) has won overwhelming assent from America's political class because it fills a vacuum: the vacuum of purpose for the military-industrial complex. The United States of America, essentially a vast island without enemies real or in potential, has absolutely no need to be armed to the teeth, ever-ready to destroy the planet in self ‘defense.’ Since the dissolution of the Soviet Union and the Warsaw Pact, the United States has been in a perfect position to lead a movement of negotiated worldwide disarmament, starting with nuclear weapons, a movement which the second great nuclear power, Russia, was eager to join. By shifting resources to constructive rather than destructive uses, the United States could have led a movement to combat illiteracy and disease, to improve vital global infrastructure such as hydraulic installations whose natural result would be to create conditions for solving local conflicts and promoting a peaceful world. But this would have implied dismantling the very skeleton of the current U.S. economy. Rather than putting engineers and scientists to work figuring out how to make such a dramatic shift, it has been easier for U.S. leaders to heed the siren-songs of those fast talking neocons who contrive  (fabriceren. svh) countless pretexts for retaining and expanding the existing order of destruction.

The term ‘neocon’ makes sense only if it refers to the new con game that has befuddled the U.S. political leadership class.

The neocons owe their ascendancy to their ability to espouse a coherent world view that satisfies the military-industrial complex, the highly influential pro-Israel lobby, and a large section of ‘liberal’ opinion (notably in the media and entertainment industry) that eagerly adopts the worldwide defense of ‘human rights’ as a legitimate justification for U.S. intervention in other countries. Even when the neocons have been in semi-disgrace, as in the aftermath of disastrous interventions such as the one in Iraq, this ideology has remained dominant. It offers a purpose to the militarization of American society through the MIC that would otherwise persist simply through bureaucratic inertia.

The idea that United States world leadership is ‘necessary' to fulfill the nation's unique global ‘responsibilities’ provides a raison d'être for the endless increase in so-called ‘defense’ spending that is intended to maintain the capacity for military intervention the world over. In the absence of the communist boogeyman (boeman. svh), the stress is now on the necessity to promote our American ‘interests and values’ worldwide, the two being considered complementary if not identical, since both revolve around the idea of ‘free markets.’ In the hothouse atmosphere of the Washington foreign policy establishment, dominated by military contracts, AIPAC, and the fear of losing the next election, the neoconservative formula offers a simple way to appeal to campaign donors as well as the least sophisticated part of the electorate. The line that America is ‘exceptional,' a nation above all others (and above the law) echoes a traditional semi-religious notion of America as ‘God's country.’

The lowest form of popular culture — lack of information, misinformation, disinformation and a contempt for the truth or the reality of most people's lives — has overrun real journalism.

Hoever moeten journalisten daarbij gaan? Desnoods onwaarheden censureren?

is a United States 4900-member organization, nonprofit, publisher, and think tank specializing in U.S. foreign policy and international affairs. It is headquartered in New York City, with an additional office in Washington, D.C.. Its membership has included senior politicians, more than a dozen secretaries of state, CIA directors, bankers, lawyers, professors, and senior media figures. The CFR promotes globalization, free trade, reducing financial regulations on transnational corporations, and economic consolidation into regional blocs such as NAFTA or the European Union, and develops policy recommendations that reflect these goals.

The CFR meetings convene government officials, global business leaders and prominent members of the intelligence and foreign-policy community to discuss international issues. CFR publishes the bi-monthly journal Foreign Affairs, and runs the David Rockefeller Studies Program, which influences foreign policy by making recommendations to the presidential administration and diplomatic community, testifying before Congress, interacting with the media, and publishing on foreign policy issues.

Filip Kovacevic op de verschijning van het boek The Will To Lead. America’s Indispensable Role In The Global Fight For Freedom (2016) van de Deense, voormalige secretaris-generaal van de NAVO, Anders Fogh Rasmussen, dat begint met de uitspraak in hoofdletters:

I HAVE A CLEAR MESSAGE AND PLEA TO THE AMERICAN PEOPLE: THE WORLD NEEDS A POLICEMAN. THE ONLY CAPABLE, RELIABLE AND DESIRABLE CANDIDATE FOR THE POSITION IS  THE UNITED STATES.

Ever since his time as the prime minister of Denmark (2001-2009), Rasmussen acted as the staunch supporter of the U.S. neoconservatives' efforts to impose the hegemonic Pax Americana on the world. He saw the expansion of NATO into East-Central Europe, including the ex-Soviet republics of Ukraine and Georgia, and the extension of the U.S. imperial reach into the Middle East and Central Asia as political imperatives.

Rasmussen was also one of the most vocal supporters of the Iraq war and Danish soldiers went into Iraq almost immediately after the U.S. invasion. And when a Danish intelligence officer Frank S. Grevil leaked to the press the intelligence reports showing that Rasmussen knowingly exaggerated the threat of Saddam Hussein's WMDs (which turned out to be non-existent), he was fired and jailed for four months, even though what he did was a act of whistle-blowing in defense of the public right to know about the misdeeds and abuse of power by public officials. In contrast, Rasmussen denied that he received the reports, or that he knew anything about them, and was able to stay in power successfully for another five years.

Even as recently as 2015, the Danish government blocked attempts by the opposition to have a thorough investigation into Rasmussen's decision-making process that led to the decision to go to war against Iraq. As some observers pointed out, the former British prime minister Tony Blair, another advocate of the Iraq war, was not so lucky and the Chilcot Commission's report condemned his actions in no uncertain terms. And yet, even this report led to hardly any significant political or legal repercussions for Blair. Did anyone really expect that the corrupt British political elite and intelligence community would turn on one of its own?

Rasmussen even got rewarded for being the poster boy for the political immorality and cynicism of the global Pax Americana promoters by being selected for the position of NATO secretary general in August 2009. During his entire five-year tenure (until October 2014), Rasmussen worked around the clock to push NATO military and intelligence apparatus further East and legitimize its bloody interventions in the Middle East and North Africa. The ‘Arab Spring’ rebellions, NATO's destruction of Libya and covert intervention in Syria all took place under his watch. He was one of the main architects of the strategy of NATO's imperial expansionism, which I think should be referred to by its true name - the 21st century colonialism.

In addition, no secretary general before him was driven by such a deep-seated negativity towards anything Russian. He openly supported the Ukrainian coup in February 2014 and condemned Russia for the firm reaction to what was an unmistakable attack on its vital national interests, something that no state in the world would tolerate, not even the tiniest one, let alone a nuclear power. Therefore, it did not come as a surprise when, several months later, Rasmussen was awarded the Ukrainian ‘Medal of Liberty,’ the highest Ukrainian decoration for foreigners, by the NATO-installed president Petro Poroshenko.

In a twist of morbid cynicism, Rasmussen was praised by the Kyiv leadership as one of Ukraine's ‘liberators,’ even though he was one of those most responsible for instigating a horrendous civil war in which thousands of Ukrainian citizens have lost their lives and more than a million were driven into exile. While this may sound like a scenario of the Ministry of Propaganda from George Orwell's dystopian novel ‘1984,’ it is even worse than that because it is not fiction, but real life.

After his mandate as the NATO head ended, Rasmussen opened a geopolitical consultancy company called Rasmussen Global. According to the company's website, Rasmussen Global was set up to offer ‘strategic advice to governments, global organizations, and major corporations.’ As I have shown in an earlier article, Rasmussen boasted on his Facebook page that he expected to have ‘many customers.’ While it is not clear how many he has had so far, his most significant ‘customer’ appeared just a few months ago, when, in May 2016, Petro Poroshenko appointed him to the position of a special presidential adviser.

Rasmussen was hired to do what he was best at: to do as much damage as possible to the EU-Russian relations. For instance, in an interview in February 2016, even before he got the job, Rasmussen strongly condemned the construction of another Nord Stream gas pipeline connecting Russia and Germany.

Former Prime Minister of Denmark (now Secretary General of NATO) Anders Fogh Rasmussen was attacked with red paint by activists from the Global Roots in Copenhagen, March 2003

Every time Russia is concerned, Rasmussen has quickly abandoned his doctrinal insistence on market freedom and free trade. He is ‘a fierce defender of freedom’ (as he likes to refer to himself) only when ‘freedom’ is advantageous to his own geopolitical agenda. In all other cases, no freedom is to be allowed and even the legitimate public right to know can be punished by jail time as in the case of a whistleblower Frank S. Grevil mentioned earlier…

Rasmussen is far from being alone in publicly pushing this narrative. This line of thinking is also dominant in the Council on Foreign Relations-dominated Washington power elite, including vice-president Joe Biden and Democratic presidential candidate Hillary Clinton. That does not bode well for the future of the world.

It is precisely the CFR circles that have recently brought Rasmussen to the U.S. to promote his new book ‘The Will to Lead: America's Indispensable Role in the Global Fight for Freedom,’ an apologia for the U.S. world dominance.

The thesis of the book boils down to the claim that the U.S. must [notice the imperative!] be the world's policeman, and not only that. As Rasmussen writes in a September 20, 2016 op-ed in Wall Street Journal, ‘just as we need a policeman to restore order; we need a firefighter to put out the flames of conflict, and a kind of mayor, smart and sensible, to lead the rebuilding.’ So, in addition to being a global policeman, the U.S. should also assume the roles of a global firefighter and a global mayor.

There is no mistaking it: this is a call for the U.S. to colonize the entire world. It is a geopolitical narrative for the 21st century colonialism. Rasmussen's narrative fully reflects the megalomania of the U.S. neo-conservatives in its worst authoritarian manifestations as exemplified, for instance, in the Project for a New American Century. It is ominous that after the Project has been discredited by a decade and a half of failed wars and covert operations, Rasmussen is again recycling it for the U.S. audiences. Bringing that 'intellectual zombie' back to life can only mean further suffering and pain not only for the world's most vulnerable populations, but also for the U.S. citizens, especially those from the middle and working classes.

Rasmussen and his CFR sponsors are far from being oblivious to the inflammatory character of his statements. They are in fact perfidiously provoking Russia (and, to a lesser degree, Iran and China because they are ‘saving’ these countries for later) in order to peg the responsibility for the ‘line of fire’ (the phrase used by the U.S. secretary of state John Kerry) in East-Central Europe and Central Asia on the recent Russian activities.
