Vluchtelingenstroom 58

One thought alone preoccupies the submerged mind of Empire: how not to end, how not to die, how to prolong its era. By day it pursues its enemies. It is cunning and ruthless, it sends its bloodhounds everywhere. By night it feeds on images of disaster: the sack of cities, the rape of populations, pyramids of bones, acres of desolation.

In De Groene Amsterdammer van 17 juli 2013 schreef de meest gerespecteerde Nederlandse columnist H.J.A. Hofland:

Al meer dan een halve eeuw geleden waarschuwde de Amerikaanse onderzoeksjournalist Fred J. Cook zijn landgenoten dat 'no power in our country's history has posed so black a threat, been so inimical (schadelijk. svh) to our traditions, or so menacing of our future, as The War State,' de titel van zijn gelijknamige boek uit 1962, waarin hij uiteenzette dat

The pressures of post-World War II have created in America a new phenomenon, a power complex which may be aptly called the Warfare State. It is a conjunction of military-industrial power, against which President Eisenhower warned in his Farewell Address. Fed by ever increasing billions of dollars, the Warfare State rests upon two assumptions: that safety can be achieved only through power, that prosperity depends upon the constant pump-priming (stimuleren. svh)  of the domestic economy through the expenditure of military billions. Both assumptions are false. Power in the nuclear age has become self-defeating and suicidal. Full employment and prosperity can no longer be guaranteed by military expenditures, for experience proves that vast sums spent for military hardware act in the long run only as a drug and a drag on the over-all economy. But both myths, aided by the lobbying of the military-industrial complex, persist in influencing American decisions and preventing them from being based on clear conceptions of reality.

The War State verscheen een jaar nadat president Eisenhower begin 1961 in zijn presidentiële afscheidsspeech voor de macht had gewaarschuwd van wat hij het 'militair-industrieel complex' noemde. Cook wees tevens op het volgende gevaar:

The crutch of the Warfare State is propaganda. We must be taught to fear and to hate or we will not agree to regiment our lives, to bear the enormous burdens of ever heavier taxation to pay for ever more costly military hardware… and to do this at the expense of domestic programs like medical care and education and healthy urban development.

the dangers of massive spending, especially deficit spending, the prospect of the domination of science through Federal funding and, conversely, the domination of science-based public policy by what he called a 'scientific-technological elite.'

one of the most significant documents in U.S. history, one that was classified at the time as top-secret and that didn’t come to light until 30 years later. That document was NSC-68, which argued, falsely, that the Soviet Union was spending so much on defense that it would soon be able to attack and conquer Europe and the United States. NSC-68 helped launch the United States into a perpetual upward spiral of military spending and an ever-growing military establishment.

Meanwhile, another critical element of the warfare state, the CIA, was engaged in actions that were alien to the American way of life. Although the CIA was originally intended to be only an intelligence-gathering agency, someone had slipped the following language into the National Security Act of 1947, which brought the CIA into existence: 'to perform such other functions and duties related to intelligence affecting the national security as the National Security Council may from time to time direct.'

The CIA would use that phrase to justify its ever-growing array of dark-side activities, including drug experimentation on unsuspecting people, coups, assassinations, bribery, murder, torture, invasions, regime-change operations, support of dictatorships, and similar practices,

aldus de Amerikaanse commentator en voormalige strafpleiter Jacob G. Hornberger in een recensie van het in 2013 verschenen boek The War State. The Cold War Origins Of The Military-Industrial Complex And The Power Elite, 1945-1963 van de Amerikaanse historicus Michael Swanson. Over de twee broers die acht jaar lang onder Eisenhower de Amerikaanse buitenlandse politiek bepaalden, schreef Stephen Kinzer, meer dan twintig jaar buitenland correspondent van The New York Times, in zijn boek The Brothers. John Foster Dulles, Allen Dulles, And Their Secret World War (2013):

John Foster Dulles was, as one biographer wrote, 'a secretary of state so powerful and implacable that no government in what was then fervently referred to as the Free World would have dared to make a decision of international importance without first getting his nod of approval.' Another biographer called his brother, Allen, 'the greatest intelligence officer who ever lived.'

'Do you realize my responsibilities?' Allen asked his sister when he was at the peak of his power. 'I have to send people out to get killed. Who else in this country in peacetime has the right to do that?'

These uniquely powerful brothers set in motion many of the processes that shape today's world. Understanding who they were, and what they did, is a key to uncovering the obscured roots of upheaval in Asia, Africa, and Latin America.

A book tracing these roots could not have been written in an earlier era. Only long after the Dulles brothers died did the full consequences of their actions become clear. They may have believed that the countries in which they intervened would quickly become stable, prosperous, and free. More often, the opposite happened. Some of the countries they targeted have never recovered. Nor has the world.

This story is rich with lessons for the modern era. It is about exceptionalism, the view that the United States is inherently more moral and farther-seeing than other countries and therefore may behave in ways that others should not. It also addresses the belief that because of its immense power, the United States can not only topple governments but guide the course of history.

To these widely held convictions, the Dulles brothers added two others, both bred into them over many years. One was missionary Christianity, which tells believers that they understand eternal truths and have an obligation to convert the unenlightened. Alongside it was the presumption that protecting the right of large American corporations to operate freely in the world is good for everyone.

The story of the Dulles brothers is the story of America. It illuminates and helps explain the modern history of the United States and the world.

The effects of U.S. intervention in Latin America have been overwhelming negative. They have had the effect of reinforcing brutal and unjust social systems and crushing people who are fighting for what we would actually call 'American values.' In many cases, if you take Chile, Guatemala, or Honduras for examples, we actually overthrew governments that had principles similar to ours and replaced those democratic, quasi-democratic, or nationalist leaders with people who detest everything the United States stands for.

I teach courses in the history of recent international relations, but also in German history and American Studies (in Dutch and English). I am also the coordinator of the BA and MA programs in the History of International Relations.

Kennedy, of course, had his own searing experience with the CIA. Soon after he took office, the CIA presented him with its plan for U.S.-supported Cuban exiles to invade Cuba, assuring the new president that the invasion would be successful without formal U.S. intervention. It was a lie. Believing that Kennedy would be compelled, once the operation was under way, to send in U.S. air support to save the invading forces, the CIA went ahead with the operation. Kennedy refused to provide the air support, and the operation was a disaster.

One of Swanson’s fascinating observations is that the Bay of Pigs plan did not originate with either Eisenhower or Kennedy, neither of whom would have ever conceived or proposed it. It instead originated within the CIA itself.

The following year, 1962, brought the Cuban Missile Crisis, during which the Joint Chiefs of Staff advised Kennedy to immediately bomb, invade, and occupy Cuba. Kennedy rejected their advice, and it’s a good thing he did because it would almost certainly have led to an all-out nuclear war between the United States and the Soviet Union.

The Cuban Missile Crisis was another searing experience for Kennedy. Having lost trust in the military and the CIA, he engaged in top-secret personal negotiations with Premier Nikita Khrushchev of the Soviet Union to end the Cold War, which obviously would have had major ramifications for America’s warfare state. The new direction in which Kennedy was trying to move America before his death was best demonstrated in his famous 'peace speech' at American University in June 1963, in which he challenged the entire purpose of America’s warfare state:

'What kind of peace do I mean? What kind of a peace do we seek? Not a Pax Americana forced on the world by American weapons of war. Not the peace of the grave or the security of the slave. I am talking about genuine peace, the kind of peace that makes life on earth worth living, the kind that enables men and nations to grow and to hope and to build a better life for their children — not merely peace for Americans but peace for all men and women — not merely peace in our time but peace for all time.'

a clear majority of Americans (61%) still believe others besides Lee Harvey Oswald were involved. But this percentage is the lowest found in nearly 50 years.

in an act that the CIA likely considered selfdefense, the agency, which had assassinated tens of thousands of its perceived enemies from village leaders to heads of state, assassinated President Kennedy before he could take action against it.

In 1978 schreef H.R.

After Kennedy was killed the CIA launched a fantastic cover-up,

en

In a chilling parallel to their cover-up at Watergate, the CIA literally erased any connection between Kennedy’s assassination and the CIA.

In The Untold History Of The United States (2012) schrijven de Amerikaanse filmmaker Oliver Stone en zijn landgenoot Peter Kuznick, hoogleraar Geschiedenis, met betrekking tot de redenen van de CIA's betrokkenheid bij de moord op Kennedy:

Kennedy’s most empathic response to Khrushchev’s peace overtures came in his June 1963 American University address. He and his closest advisors had drafted the speech without input from the Joint Chiefs, the CIA, or the State Department. It may be the most enlightened speech made by any president in the twentieth century.

Vervolgens citeren beide auteurs fragmenten uit Kennedy’s toespraak:

I have... chosen this time and this place to discuss a topic on which ignorance too often abounds and the truth is too rarely perceived-yet it is the most important topic on earth: world peace.

What kind of peace do I mean? What kind of peace do we seek? Not a Pax Americana enforced on the world by American weapons of war… I am talking about genuine peace, the kind of peace that makes life on earth worth living, the kind that enables men and nations to grow and to hope and to build a better life for their children - not merely peace for Americans but peace for all men and women, not merely peace in our time but peace for all time.

I speak of peace because of the new face of war. Total war makes no sense in an age when great powers can maintain large and relatively invulnerable nuclear forces and refuse to surrender without resort to those forces. It makes no sense in an age when a single nuclear weapon contains almost ten times the explosive force delivered by all the allied air forces in the Second World War. It makes no sense in an age when the deadly poisons produced by a nuclear exchange would be carried by wind and water and soil and seed to the far corners of the globe and to generations yet unborn…

Second: Let us reexamine our attitude toward the Soviet Union… it is sad to… realize the extent of the gulf between us. But it is also… a warning to the American people not to… see only a distorted and desperate view of the other side, not to see conflict as inevitable, accommodation as impossible, and communication as nothing more than an exchange of threats…

Today, should total war ever break out again—no matter how—our two countries would become the primary targets. It is an ironic but accurate fact that the two strongest powers are the two in the most danger of devastation. All we have built, all we have worked for, would be destroyed in the first 24 hours…

And if we cannot end now our differences, at least we can help make the world safe for diversity. For, in the final analysis, our most basic common link is that we all inhabit this small planet. We all breathe the same air. We all cherish our children's future. And we are all mortal.

Third: Let us reexamine our attitude toward the cold war… we shall also do our part to build a world of peace where the weak are safe and the strong are just. We are not helpless before that task or hopeless of its success. Confident and unafraid, we labor on — not toward a strategy of annihilation but toward a strategy of peace.

Scientifically, the existence of the second gunman was established only by the acoustical study, but its basic validity was corroborated or independently substantiated by the various other scientific projects.’ De ‘House Select Committee concluded that the final shot was a fourth shot and that there were two shooters, one of whom missed.

The Committee investigated until 1978, and in 1979 issued its final report, concluding that President John F. Kennedy was probably assassinated as a result of a conspiracy. The Committee concluded that previous investigations properly investigated Oswald's responsibility but did not adequately investigate the possibility of a conspiracy, and that the Warren Commission presented its conclusions too definitively. The Committee also found that the FBI and CIA were deficient in sharing information. Furthermore the Secret Service did not properly analyze information it possessed prior to the assassination and was inadequately prepared to protect the President.

Although the HSCA concluded that President Kennedy was 'probably' assassinated as the result of a conspiracy it did not offer the name of any person or group it thought had conspired with Oswald. Instead the HSCA listed several organizations that it did not think were involved, including the governments of the Soviet Union and Cubaorganized crime groups and anti-Castro groups, but noted that it could not rule out the involvement of any individuals of these groups.

Jacob Hornberger:

The Cold War, which was the original justification for this revolutionary change in America’s governmental system, ended 25 years ago, yet Americans are still saddled with the warfare state. But to get the solution right, it is necessary to understand the origins of the problem.

As Swanson concludes,

'Things are much darker at the moment. The world we live in today began after World War II with the creation of a permanent military-industrial complex and the transformation of the United States into a war state by the end of the 1950s. It changed the nation’s relationship with the rest of the world and the American people’s relationship with their own government. It helped to create a new power elite tied to a permanent government bureaucracy that made the real decisions of importance for the American people and fed them fear propaganda to get them to accept their decisions without question…. Even though the permanent government bureaucracy inside the executive branch of the federal government has become more and more powerful, the United States of America still has a constitutional form of government and will continue to have one as long as the people stay active. The people must be armed with the knowledge to make wise decisions. They must know their history to understand the origins of our present predicament. We must all do our part.'

This is one of the best books I have ever read on the origins and consequences of America’s fateful turn toward a warfare state. It’s essential reading for everyone interested in moving our nation into a peaceful, prosperous, harmonious, and free direction.

marked the first real triumph of the military-industrial0government partnership that came to be shared more or less equally by Democrats and Republicans. It signaled a turning away from FDR's (president Roosevelt's. svh) liberale emphasis (before the war) on social Keynesianism toward a military Keynesianism that would solidify throughout the Cold War. As the Pentagon system  became the 'American way of life,' cold war consensus meant that any dissent from military priorities would be regarded as un-American, even treasonous. This vast edifice thrived on a contrived arms race. Cook writes: 'The picture that emerges is the picture of a nation whose entire economic welfare is tied to warfare.' Anticipating fearsome developments that would not fully unfold until decades later. Cook reflected: 'The time has come when we can see clearly and unmistakably before us our chosen destiny. The Pied Pipers (rattenvangers. svh) of the military and big business, who have been drumming into our ears the siren song of 'peace through strength,' can no longer quite conceal the brink (grens. svh) toward which they lead us.

Brzezinski:

In the foreseeable future, the impoverished two-thirds of humanity may not be motivated by the restraint of the privileged…

Meeting these challenges is America’s burden as well as its unique responsibility. Given the reality of American democracy, an effective response will require generating a public understanding of the continuing importance of American power in shaping a widening framework of stable geopolitical cooperation, one that simultaneously averts global anarchy and successfully defers the emergence of a new power challenge.

Nogmaals professor Carl Boggs in Imperial Delusions:

The idea that postwar Pentagon expansion is grounded in Keynesian economics, suggests a powerful integrative process that ixs both structural and ideological, in which corporate, political, and military interests merge to drive the system. Military Keynesianism serves U.S. geopolitical designs as will as elite privilege, ensuring not only massive business profits domestically but also the freest possible terrain for global investments and the control of markets. Domestic social priorities are inevitably subordinated within this developmental model. It is a system that thrives on imminent external threats, whether real or manufactured,

aldus dr. Boggs.
