Vluchtelingenstroom 44

H.J.A. Hofland. Het verval van de Navo. De Groene Amsterdammer. 13 mei 2015

Today the purpose of US foreign policy it to support the complex that we created in the national security state that is fueled, funded, and powered by interminable war, and the ramifications thereof. That’s a sad commentary on what America has become, but it’s a realistic and, I think, honest appraisal of what America has become.

Wilkerson:

You could say that there were even altruistic aspects to the slaughter and ethnic cleansing of native Americans… if you want to really dip into the bag and find something, but I don't think overall and comprehensively it has been altruistic. It is about sheer power, and lately it has not even been about realistic application of that sheer power or realistic attempts to expand it, it has been more or less so failed in its general aspects that it has diminished our real power in the world. This is what concerns me most seriously because history demonstrates, I think, that this is what empires do when they are getting ready to collapse. They begin to be so zealous of their own power and its expansion that they actually decrease their power until it becomes inevitable that they cease to exist or they don't exist in the same form they did when they were an empire.

Part of what I teach is how since World War II and the acquisition of this enormous power by what in essence is the new Rome in the world, the United States, part of the shift that takes place in manipulating and managing that new power is a centralization of foreign policy away from the old cabinet places where it used to take place, most prominently through the Foreign Service and through the Secretary of State, to the White House and to the creation of the 1947 National Security Act, the National Security Council. So if you ask me pro forma where does [the center of power for making US foreign policy] exist today, it exists more in the National Security Council and its staff than it does anywhere else, certainly anywhere else in the cabinet.

So what I'm saying is it's centralized in the White House. But what does that mean in terms of, I think, your real question, who's behind the White House, and who's therefore behind U.S. foreign policy, more or less? I think the answer today is the oligarchs, which would be the same answer, incidentally, ironically, if you will, for Putin in Russia, the people who own the wealth, the people who therefore have the power and who more or less (and I'm not being too facetious here, I don't think) buy the president and thus buy American foreign policy. So that's as succinct an answer as I can give you and touch on a few historical points.

The West won the world not by the superiority of its ideas or values or religion, but rather by its superiority in applying organized violence. Westerners often forget this fact, non-Westerners never do.

new report issued by the Swiss bank Credit Suisse finds that global wealth inequality continues to worsen and has reached a new milestone, with the top 1 percent owning more of the world’s assets than the bottom 99 percent combined.

Of the estimated $250 trillion in global assets, the top 1 percent owned almost exactly 50 percent, while the bottom 50 percent of humanity owned collectively less than 1 percent. The richest 10 percent owned 87.7 percent of the world’s wealth, leaving 12.3 percent for the bottom 90 percent of the population.

After 14 years of War on Terror the West is great at fomenting barbarism and creating failed states… When I was stationed in Iraq with the 1st Battalion, 7th Marines, 2003-2005, I didn't know what the repercussions of the war would be, but I knew there would be a reckoning. That retribution, otherwise known as blowback, is currently being experienced around the world (Iraq, Afghanistan, Yemen, Libya, Egypt, Lebanon, Syria, France, Tunisia, California, and so on), with no end in sight.

Back then, I routinely saw and participated in obscenities. Of course, the wickedness of the war was never properly recognized in the West. Without question, antiwar organizations attempted to articulate the horrors of the war in Iraq, but the mainstream media, academia and political-corporate forces in the West never allowed for a serious examination of the greatest war crime of the 21st century.

As we patrolled the vast region of Iraq's Al-Anbar Province, throwing MRE (Meal Ready to Eat) trash out of our vehicles, I never contemplated how we would be remembered in history books; I simply wanted to make some extra room in my HUMVEE. Years later, sitting in a Western Civilization history course at university, listening to my professor talk about the cradle of civilization, I thought of MRE garbage on the floor of the Mesopotamian desert.

Examining recent events in Syria and Iraq, I can't help but think of the small kids my fellow marines would pelt with Skittles from those MRE packages. Candies weren't the only objects thrown at the children: water bottles filled with urine, rocks, debris, and various other items were thrown as well. I often wonder how many members of ISIS and various other terrorist organizations recall such events?

Moreover, I think about the hundreds of prisoners we took captive and tortured in makeshift detention facilities staffed by teenagers from Tennessee, New York and Oregon. I never had the misfortune of working in the detention facility, but I remember the stories. I vividly remember the marines telling me about punching, slapping, kicking, elbowing, kneeing and head-butting Iraqis. I remember the tales of sexual torture: forcing Iraqi men to perform sexual acts on each other while marines held knives against their testicles, sometimes sodomizing them with batons…

Amazingly, the ability to dehumanize the Iraqi people reached a crescendo after the bullets and explosions concluded, as many marines spent their spare time taking pictures of the dead, often mutilating their corpses for fun or poking their bloated bodies with sticks for some cheap laughs. Because iPhones weren't available at the time, several marines came to Iraq with digital cameras. Those cameras contain an untold history of the war in Iraq, a history the West hopes the world forgets. That history and those cameras also contain footage of wanton massacres and numerous other war crimes, realities the Iraqis don't have the pleasure of forgetting.

Unfortunately, I could recall countless horrific anecdotes from my time in Iraq. Innocent people were not only routinely rounded-up, tortured and imprisoned, they were also incinerated by the hundreds of thousands, some studies suggest by the millions.

Only the Iraqis understand the pure evil that's been waged on their nation. They remember the West's role in the eight year war between Iraq and Iran; they remember Clinton's sanctions in the 1990s, policies which resulted in the deaths of well over 500,000 people, largely women and children. Then, 2003 came and the West finished the job. Today, Iraq is an utterly devastated nation. The people are poisoned and maimed, and the natural environment is toxic from bombs laced with depleted uranium. After fourteen years of the War on Terror, one thing is clear: the West is great at fomenting barbarism and creating failed states.

Op de vraag van Abby Martin 'what sort of economy is waging war today, what capital interests, would you say, are behind the war on terror?' antwoordde hij:

After World War II the United States engaged in a monstrous twilight conflict, if you will, that it called the Cold War, a probably pretty apt term. In that process it build up what are the appurtenances (benodigdheden. svh) now of a National Security State: the military industrial-Congressional complex, all the armaments industry that goes into this, the far-flung basing structure we have all over het world now, it is 800 or 900 places that we have, little colonial dots, if you will, imperial dots, and the wars we are fighting now almost interminably.

All of this is the leftover of what we did during that Cold War to include physical expenditures, beyond the scope of even human imagination. We spend so much money on the maintenance of our empire that this is becoming a critical part too. Our debt now is something like 18 trillion dollar, an unparalleled debt in the history of empires… So this is a situation that is unsustainable. It has come to a point where the power-structure, which I would define as the financial apparatus that this empire has generated and the economic aspect of it, which is less and less industrialized and productive therefore… is more and more playing with money and the interest on money… as Thoms Piketty has pointed out in his book 'Capitalism in the Twenty-First Century' so eloquently.

We now have more capital awash in the world than we have earned income… Capital is the real driving force in the world, and as capital is passed on...  from generation to generation and is therefore corrupted and poisonous, we are in real trouble right now. And all because of what the incentives and motivations this empire has generated, and because it is basically run by about one percent of the people, if not fewer in this country, constituting essentially a plutocracy. There are 400 families, 400 private wealth centers in the United States… around family structures that equal the gross domestic product of Brasil… Much less than 1 percent of the country has the approximate wealth of the Gross Domestic Product of India (Wilkerson verwees naar de 'rijkste 20 Amerikanen' die 'meer rijkdom [bezitten] dan het totale bruto binnenlands product van India' oftewel: slechts 20 Amerikaanse burgers bezitten meer dan de totale geldwaarde van alle door 1.24 miljard Indiërs geproduceerde goederen en diensten gedurende een jaar.  svh).   So we are talking about a concentration of wealth and a concentration of capital which is not productive wealth unless it is actually going back into the real economy, the generate industry that produces something… what you get is that the rest of the country and in many respects the rest of the world living of the rest of the scraps (afval. svh). And this is not sustainable.

Look what is happening in Syria right now, just as a microscopic example, the air force… has dropped so many bombs and shot so many cruise-missiles that it is about to run out of ordnance. I will guarantee you that companies like Raytheon and Lockheed, which make these armaments, salivate (kwijlen. svh), because they are going to make another round of these armaments into the interminable unknown future.

In 2008 the U.S. Government Accountability Office found that 2,435 former generals were employed at 52 of the biggest defense contractors as senior executives and acquisition officers. A high percentage of retired general officers go straight into jobs in the defense industry making 6-figure salaries, often with corporations they dealt with while serving. How does this revolving door function? How close is its relationship in terms of actual foreign policy creation?

Lawrence Wilkerson antwoordde:

general officers not only go out into the armaments industry and its associated parafernalia and make money, based on their influence gained while in service, you actually have them going out and join the media, making the media more conversive with and attuned to and wanting war. So you actually have general officers who will go out and go to CNN, go to MSNBC, go to Fox News, and they will get again the 6-figure salaries for being the 'security experts' on those news schows and they will report to the American people the 'darn need' for continued conflict, the 'darn need' for soldiers on the ground in Syria, the 'darn need' for more war. It is incredible what is happening. It is not a direct contribution to the armaments industry, but it is certainly a very vivid contribution to the war mongering and to the interminable state of war… As Eisenhower said in his farewell address: it is not something you can put your finger on and say: 'Ah, that is malicious, that is intent, it is not only implicit but it is intent.' But it is not that. It is the accumulation of vast power that is oriented towards first what increases its power and second what makes it rich. That comes together and causes this. If it were something you could root out and you could hand over to the FBI or the Supreme Court of someone to adjudicate (berechten. svh) it would be a different matter, I think. Not that is would get done very easily, but it would be a different matter. But it is not something like that, it is pernicious (als een kwaadaardig gezwel. svh). As Eisenhower said, it is in every statehouse, in every federal office building, even in every home in America, it is this sometimes unconscious, power driven aspect of it that makes it so difficult… We are not going to correct this until something truly serious happens to rise the ship of state, which might also sink the ship of state.
