at least since the time of the Mongols, had been of a type totally unlike that of any other country. And century-long habits are not to be changed by fiat. It is Dr Szamuely's theme, which he develops so effectively, that the circumstances of the past seven centuries in Russia had produced an order in which society as a whole had become totally dependent upon the state, and moved according to the subjective decisions taken by the state leadership. Moreover, the most complete lack of any autonomous social and civic phenomena led to the absence of ideas of political adjustment and give-and-take among the state's opponents as well: so that these central peculiarities of Russian history produced the practice and principle of absolutism, of rule by decree, not only in the established order, but equally in the revolutionary tradition which opposed it.

Western revolutionaries recognized this. As Rosa Luxemburg put it in a curious passage, long before the Revolution:

'In Lenin's over-anxious desire to establish the guardianship of an omniscient and omnipotent Central Committee… we recognize the symptoms of the same subjectivism that has already played more than one trick on socialist thinking in Russia…

Knocked to the ground, almost reduced to dust, by Russian absolutism, the 'ego' takes revenge by turning to revolutionary activity. In the shape of a committee of conspirators, in the name of the non-existent Will of the People, it seats itself on a kind of throne and proclaims it is all-powerful. But the 'object' proves to be stronger. The knout is triumphant, for tsarist might seems  to be the 'legitimate' expression of history.

In time we see appear on the scene an even more 'legitimate' child of history — the Russian labor movement. For the first time, bases for the formation of a real 'people's will' are laid in Russian soil.

But here is the 'ego' of the Russian revolutionary again! Pirouetting on its head, it once more proclaims itself to be the all-powerful director of history — this time with the title of His Excellency the Central Committee of the Social Democratic Party of Russia.

Russia had no frontiers: for many centuries she was herself THE frontier, the great open, defenseless dividing-line between the settled civilized communities of Europe and the nomadic barbarian invaders of the Asian steppes. One of the keys to the understanding of Russian history is the fact that for a thousand years, until the end of the eighteenth century, she was always a frontier country…

To quote S.M. Solovyov, the great nineteenth-century Russians historian: 'Russia is a border state; it is the European frontier with Asia. This frontier position of Russia has naturally had a decisive influence on her history.'  […] Migration, the colonization of the country,' wrote Kliuchevsky (vooraanstaande Russische historicus. svh), 'was the central fact of our history, which was more or less closely connected with every other fact.' […]

'The Tartars were unlike the Moors; having conquered Russia, they gave her neither algebra nor Aristotle,' wrote Pushkin. The great poet was right: culturally the effect of the Mongol conquest, together with that of the changed physical environment of Russian society, was to putt Russia back several centuries — during precisely that crucial period when the European New Learning flowers into the Renaissance. But the Mongols, though ignorant of algebra, Aristotle and the finer things of life, were able to give Russia something of more lasting importance: a political and administrative system, a concept of society, quite unlike anything that was to be learned in the West.

The Mongol empire was, in fact, a state grounded on an ideology, an early example of a phenomenon to which the world has since become accustomed; it was not just a state among other states, but, to use an apt description, an imperium mundi in statu nascendi, a World-Empire-in-the-Making. It's object was the establishment, by means of a series of wars, of a system of universal peace and of a worldwide social order based on justice and equality. After having achieved this, writes Vernadsky (vooraanstaande Russische historicus. svh), 'The price for the security of mankind would be permanent service to the state on the part of each and all; this would establish an orderly way of life and social equality.'

Deze doctrine, waarbij 'by means of a series of wars' een elite, die zich als exceptionalistisch beschouwd, claimt 'a system of universal peace and of a worldwide social order based on justice and equality,'  af te dwingen, is geenszins uniek voor Rusland, maar is juist kenmerkend voor elk imperium. Pax Romana Revisited.

MORAL HYPOCRISY AND U.S. EXCEPTIONALISM

The only thing Exceptional about the U.S. is its Moral Hypocrisy. An African American Perspective

In his recent op-ed in the New York Times, Vladimir Putin raised hackles among the talking-heads across the U.S. when he questioned the wisdom of President Obama’s evocation of the narcissistic idea of 'American exceptionalism.' After all, the exceptionalism of the U.S. has never been a subject for reasoned discussion or debate in the media or elsewhere. Everyone knows that the U.S. is the greatest nation in the world and, therefore, has special privileges and responsibilities! Those privileges and responsibilities include not bothering with international law or processes when the government decides that the 'world' (meaning itself and a few European nations and a couple of their client states) will take responsibility to enforce global order according to its own interpretations, values and needs.

The fact that many in the U.S. believe that those interpretations, values and needs are neutral, impartial representations of the global community at large is on full display every night on cable news channels, where state propagandists posing as journalists and the coterie of paid ex-military and U.S. intelligence consultants make impassioned arguments in favor of the U.S. waging war on Syria as a 'punishment' for its alleged use of chemical weapons.

But for many of us, the story of American exceptionalism is an alien story, a children’s fairy tale spun from the fertile imagination of revisionist historians, a tale wherein indigenous people were sidekicks to lone rangers, the African slave trade was an unfortunate aberration that was corrected by Lincoln, children did not work in factories, women were not slaves to men, socialists and communists were not harassed and jailed, U.S. citizens of Japanese descent were not placed in concentration camps and Dr. King would have approved of Barack Obama’s warmongering.
It is that story which informs the thinking of President Obama when he declares that 'for nearly seven decades, the United States has been the anchor of global security' i.e. the provider of an indispensable safety net without which transcontinental chaos would have ensued. In his version of exceptionalism, there was no CIA overthrow of the democratically elected government in Iran in 1953; the brutal war in Vietnam was a war to free the Vietnamese people from communism; there is an explanation for why the U.S. gave its support to the Apartheid government in South Africa; the coup in Chile was an internal event that did not involve the CIA, and the millions of people who died in Iraq were worth the price to get rid of Saddam Hussein.

The concept of the frontier as a decisive factor in the shaping of a specific civilization is of comparatively recent standing, and has justifiably gained wide acceptance in connection with the history of the United States of America. Frederick Jackson Turner (invloedrijke Amerikaanse historicus. svh), who, practically single-handed, created the idea of the frontier as a force of history, has written of America (and, curiously, his remarks are, in a certain sense, apposite (toepasbaar svh) to the history of Russia as well):

'The larger part of what has been distinctive and valuable in America's contribution to the history of the human spirit has been due to this nation's peculiar experience in extending its type of frontier into new regions… The frontier is the outer edge of the wave — the meetings point between savagery and civilization… The American frontier is sharply distinguished from the European frontier — a fortified boundary line running through dense populations. The most significant thing about the American frontier is that it lies at the hither edge of free land.'

the spirit and success of the United States was directly tied to the country's westward expansion. Turner expounded an evolutionary model; he had been influenced by work with geologists at Wisconsin. The West, not the East, was where distinctively American characteristics emerged. The forging of the unique and rugged American identity occurred at the juncture between the civilization of settlement and the savagery of wilderness. This produced a new type of citizen - one with the power to tame the wild and one upon whom the wild had conferred strength and individuality. As each generation of pioneers moved 50 to 100 miles west, they abandoned useless European practices, institutions and ideas, and instead found new solutions to new problems created by their new environment. Over multiple generations, the frontier produced characteristics of informality, violence, crudeness, democracy and initiative that the world recognized as 'American.'

Turner ignored gender and race, downplayed class, and left no room for victims. Historians of the 1960s and later stressed that race, class and gender were powerful explanatory tools. The new generation stressed gender, ethnicity, professional categorization, and the contrasting victor and victim legacies of manifest destiny and imperialist expansion. Some criticized Turner's frontier thesis and the theme of American exceptionalism. The disunity of the concept of the West, the similarity of American expansion to European colonialism and imperialism in the 19th century, and the realities of minority group oppression revealed the limits of Turnerian and exceptionalist paradigms.

Turner saw the land frontier was ending, since the U.S. Census of 1890 had officially stated that the American frontier had broken up. He sounded an alarming note, speculating as to what this meant for the continued dynamism of American society as the source of America's innovation and democratic ideals was disappearing…
Other historians in the 1890s had begun to explore the meaning of the frontier, such as Theodore Roosevelt, who had a different theory. Roosevelt argued that the battles between the trans-Appalachian pioneers and the Indians in the 'Winning of the West' had forged a new people, the American race. It was the Turner version that became standard.
Turner's thesis quickly became popular among intellectuals. It explained why the American people and American government were so different from their European counterparts. It was popular among New Dealers—Franklin Roosevelt and his top aides thought in terms of finding new frontiers. FDR, in celebrating the third anniversary of Social Security in 1938, advised, 'There is still today a frontier that remains unconquered — an America unreclaimed. This is the great, the nation-wide frontier of insecurity, of human want and fear. This is the frontier — the America — we have set ourselves to reclaim.' Historians adopted it, especially in studies of the West, but also in other areas, such as the influential work of Alfred D. Chandler, Jr. (1918-2007) in business history.

Many believed that the end of the frontier represented the beginning of a new stage in American life and that the United States must expand overseas. However, others viewed this interpretation as the impetus for a new wave in the history of United States imperialism. William Appleman Williams led the 'Wisconsin School' of diplomatic historians by arguing that the frontier thesis encouraged American overseas expansion, especially in Asia, during the 20th century.

In The Tragedy of American Diplomacy (1959) schreef Williams:

On the one hand, the United States relies, in its own thinking as well in practice upon a great imbalance in its economic relations with poorer and weaker countries to achieve that standard of living. Even then, moreover, there are great extremes of wealth and power within American society. And, on the other hand, American foreign policy has not produced either the kind or the degree of military security that policy-makers have asserted to be desirable and necessary. The basic question raised by these failures is not, as so often asserted, one of how to implement the existing policy more efficiently, but is instead whether or not the policy can – because of its inherent nature – ever produce its avowed objectives. The evidence indicates it cannot.

The Open Door Policy has failed because, while it has built an American empire, it has not initiated and sustained the balanced and equitable development of the areas into which America expanded. When it increased the gross national product of an area, for example, it did so under conditions which immediately removed much of the added wealth… Little of what remained was invested in the development of the political economy, let alone distributed among the population. Finally, the basic change that occurred over the period of American penetration was an intensification of the tensions and conflicts within the other society.

It is time to stop defining trade as the control of markets for our surplus products and control of raw materials for our factories. It is time to stop depending so narrowly – in our thinking as well as in our practice – upon an informal empire for our wellbeing and welfare.

It is time to ask ourselves if we are really so unimaginative that we have to have a frontier in the form of an informal empire in order to have democracy and prosperity at home. It is time to say that we can make American society function even better on the basis of equitable relationships with other people.

It is time to stop defining trade as a weapon against other people with whom we have disagreements. It is time to start thinking of trade as a means to moderate and alleviate those tensions – and to improve the life of the other people.

It is time to stop trying to expand our exports on the grounds that such a campaign will make foreigners foot the bill for our military security. It is time instead to concern  ourselves with a concerted effort to halt and then cancel the armaments race.

William Appleman Williams:

Having structured a creative response to the issue of democracy and prosperity at home, the United States could again devote a greater share of its attention an energy to the world scene. Its revamped foreign policy would be geared to helping other peoples achieve their own aspirations in their own way. The essence of such a foreign policy would be an open door for revolutions. Having come to terms with themselves – having achieved maturity – Americans could exhibit the self-discipline necessary to let other peoples come to terms with themselves. Having realized that ‘self-righteousness is the hallmark of inner guilt,’ Americans would no longer find it necessary to embark upon crusades to save others.

Zolang Amerikaanse presidenten als Obama blijven denken ‘that America must play its role in ushering in a new era of peace,’ terwijl onder zijn eerste termijn als president de militaire uitgaven en de drone-aanvallen bleven toenemen, is niet te verwachten dat er iets wezenlijks zal veranderen aan het superioriteitsgevoel van de Amerikaanse elite.

Al in 1966 uitte senator William Fulbright, de langst zittende voorzitter van de Senate Foreign Relations Committee scherpe kritiek op het Amerikaanse gewelddadig streven naar hegemonie in de wereld door op te merken dat ‘we cannot face up to this arrogant sense of our own superiority, this assumption that it is our God-given role to be the dominant power in the world.’ Vergeefs, zoals we nu weten.
