The United States has been in a state of permanent, global war since Pearl Harbor. Involved in conflicts large and small, known and unknown, a moment has not passed in the last 71 years that has not involved American military personnel killing and dying somewhere in the world. That is fact. This is not a story about America's insanely bloated 'defense' budget. It is not a story about the bent priorities this nation has come to accept; to wit: more than half of every dollar collected in taxes goes to warfare and spying, a multi-trillion dollar industry, while we reel through national 'debates' about cutting health care benefits for old people and closing schools because 'we can't afford it.'

'That is fact,' maar wel een 'fact' dat de lezer van Geert Mak's reisboek vergeefs zal zoeken in Reizen zonder John. Wel laat Mak hen weten dat

'de chef-redacteur van Die Zeit, Josef Joffe,'

de VS heeft uitgeroepen tot

'de onmisbare natie van de 20e eeuw', en dat is het nog steeds.

Toch weet Mak dat zijn lezers na het massale Amerikaanse 'shock and awe' in Vietnam, Irak en Afghanistan, sceptischer zijn geworden over de 'onmisbare natie,' want hij schrijft op pagina 464:

De Amerikaanse houding jegens het buitenland heeft echter iets ongemakkelijks, alsof het land zichzelf telkens tegenspreekt. Amerika heeft tegelijk een voortdurende neiging om zich naar binnen te keren, in een gouden isolement.

Van wie hij dit heeft overgeschreven is mij niet bekend, wel weet ik dat deze bewering in strijd is met de werkelijkheid zoals die door velen wordt ervaren, van Chili tot Iran, van Guatemala tot Congo, door al die mensen die hun democratisch gekozen regeringen met geweld verdreven zagen worden als gevolg van Amerikaanse interventies. 'Iets ongemakkelijks.' Als Mak het werk van deskundigen had gelezen dan had hij niet kunnen schrijven dat er sprake is van 'een voortdurende nijging' tot 'een gouden isolement.' De realiteit toont ons juist het tegenovergestelde, zoals ook de Amerikaanse auteur Stephen Kinzer laat zien. Kinzer is

die tegenwoordig als hoogleraar aan de Boston University  


doceert. Hij is de auteur van de 384 pagina's tellende studie Overthrow. America's Century of Regime Change from Hawaii to Iraq, waarover de onderzoeksjournalist Seymour Hersh schreef:

Stephen Kinzer has a grim message for those critics of the Iraqi war who believe George W. Bush to be America's most misguided, uninformed, and reckless president. Bush has had plenty of company in the past century -- presidents who believe that America, as Kinzer tells us, has the right to wage war wherever it deems war necessary.

Toen ik Kinzer zomer 2010 interviewde, wees hij erop dat het Amerikaanse overzeese expansionisme in 1893 begon met het afschaffen van de monarchie in Hawaii en dat het proces van 'regime change' tot de dag van vandaag voortduurt. In Overthrow schrijft hij:

When President McKinley said he was going tot war in Cuba (1898 svh) to stop 'oppression at our very doors,' Americans cheered. They did so again a decade later, when the Taft administration declared that it was deposing the government of Nicaragua in order to impose 'republican institutions' and promote 'real patriotism.' Since then, every time the United States has set out to overthrow a foreign government, its leaders have insisted that they are acting not to expand American power but to help people who are suffering. This paternalism was often mixed with racism... Senator Albert Beveridge of Indiana described expansion as part of a natural process, 'the disappearance of debased civilizations and decaying races before the higher civilization of the nobler and more virile types of man.' Representative Charles Cochrane of Missisippi spoke of 'the onward march of the indominatable race that founded this Republic' and predicted 'the conquest of the world by the Aryan races.' When he finished this speech, the House burst into applause.

Deze racistische megalomanie duikt telkens weer op in verschillende bewoordingen. Richard Nixon verwoordde het achter gesloten deuren tijdens een vergadering van de National Security Council als volgt:

I will never agree with the policy of downgrading the military in Latin America. They are power centers subject to our influence. The others, the intellectuals, are not subject to our influence.

Zo zijn de regels van de realpolitiek die elk imperium hanteert. Het leger van de satellietstaten dienen hun eigen bevolking a; dan niet met geweld in het gareel te houden. Zo niet, dan wordt zelfs een democratisch gekozen regering terzijde geschoven zoals wij begin 2006 opnieuw zagen toen de Palestijnse bevolking genoeg had van de corrupte Fatah-politici en in meerderheid op Hamas stemde. Het Westen weigerde de democratisch gekozen Hamas-regering te erkennen en bleeef samenwerken met Fatah, waardoor Israel carte-blanche kreeg. Het vestigen van democratie en mensenrechten of een 'higher civilization' dan wel -- in Mak's woorden -- 'orde' en 'evenwicht tussen de verschillende machten' zijn niet de doorslaggevende drijfveren van de Amerikaanse buitenlandse politiek, maar de greep op grondstoffen en markten. Stephen Kinzer:

For more than a century, Americans have believed they deserve access to markets and resources in other countries.  When they are denied that access, they take what they want by force, deposing governments that stand in their way. Great powers have done this since time immemorial. What distinguishes Americans from citizens of past empires is their eagerness to persuade themselves that they are acting out of humanitarian motives. For most of the 'regime change' era, the United States did little or nothing to promote democracy in the countries whose governments it deposed. Presidents McKinley, Theodore Roosevelt, and Taft claimed to be interested in doing so, but in truth they were willing to support any governings clique, no matter how odious, as long as it did America's bidding. Later in Iran, Guatemala, and Chile, the United States covered itself in even greater shame by overthrowing democratically elected leaders and leaving tirants in their place.

Dit is de realiteit van het imperium. In tegensteling tot Mak laat Kinzer zien waar het werkelijk om draait: de VS claimt voor democratie en mensenrechten te strijden en is in werkelijkheid de eerste de democratie en de mensenrechten te vernietigen zodra de belangen van de Amerikaanse concerns in het gedrang dreigen te komen. Dergelijke informatie is voor Mak evenwel te controversieel en zou zijn positie als 'Amerika-deskundige' in gevaar brengen, met alle ingrijpende gevolgen van dien voor de man die tegenwoordig onweersproken als 'historicus' wordt opgevoerd op de Nederlandse televisie. 

Stephen Kinzer: 'All the Shah’s Men'

Misschien wel het meest kenmerkende voorbeeld van de intellectuele corruptie in Nederland is de zwijgzaamheid van de polderintelligentsia over de langdurige zionistische terreur tegen de Palestijnse bevolking. Ook nu nog blijft de 'Joodse staat' Palestijns land stelen, zonder dat dit in Nederland tot een fundamentele discussie leidt over de Nederlandse politieke, economische en zelfs militaire steun aan Israel. En toch kan juist door die politiek de zionistische natie doorgaan zich als schurkenstaat te gedragen. Zodra een kritisch sociaal-democcratisch Tweede Kamerlid als Frans Timmermans eenmaal minister van Buitenlandse Zaken is, slikt hij ogenblikkelijk alle kritiek op Israel in, onthoudt hij zich van stemming over de statusverhoging van de Palestijnen bij de Verenigde Naties en spreekt hij van 'een moeilijke afweging.' Opnieuw: dit opportunisme wordt geaccepteerd, de Nederlandse intelligentsia zwijgt. De VS en Israel bepalen ongestoord het Midden-Oosten beleid van het soevereine Nederland. Dat Midden-Oosten beleid is volgens de overgrote meerderheid van de Amerikaanse intelligentsia, kort samengevat, failliet. Onder andere Stephen Kinzer toont dit overtuigend aan in All The Shah's Men. An American Coup and the Roots of Middle East Terror. Ook de Amerikaanse onderzoeksjournalist Robert Dreyfuss, die zowel voor de mainstream media werkt als voor Rolling Stone, The Nation and Mother Jones, schrijft hier gedetailleerd over in Devil's Game. How The United States Helped to Unleash Fundmentalist Islam. Dreyfuss is niet de eerste de beste. Zijn boek werd door Chas W. Freeman, Jr., de voormalige Amerikaanse staatssecretaris van Defensie en oud-ambassadeur in Saoedi-Arabie aangeprezen als

a fluent tour de force -- Dreyfuss skilfully documents the misguided stratagems of generations of statesmen whose attempt to use the Islamic right to Western strategic advantage have helped make political Islam the formidable force it is today... Dreyfuss carefully researched and well-written story will be a revelation to experts on the Islamic world and a shock to concerned Americans.

Devil's Game maakt duidelijk hoe absurd Geert Mak's stellige bewering is dat de VS 'beschikt over voortreffelijke informatiesystemen' en 'de universiteiten en het State Department over briljante strategen en politieke analisten [beschikken].' Het probleem is dat Mak zich nooit verdiept heeft in de situatie in het Midden-Oosten. Toen hem door een kennis van mij, die actief was geweest bij de Save the Children US in Jerusalem, gevraagd werd om op kosten van een Nederlandse humanitaire organisatie de bezette Palestijnse gebieden te bezoeken om daarover als bekende Nederlander te schrijven, liet hij weten geen tijd te hebben omdat hij een boek over 'Amerika' wilde schrijven. Tegenover mij kwam hij met het excuus dat hij te weinig wist over de regio. Mak bleef zwijgen, want Palestina is een controversieel onderwerp dat geen ruimte biedt voor sussende woorden, vrijblijvende anekdotiek en het obsessieve verlangen naar 'hoop.' Bovendien verkoopt dit onderwerp niet, het product ligt niet goed in de markt zoals ik uit eigen ervaring weet, want uiteindelijk schreef ik het boek De oneindige oorlog over het slopende Israelische geweld dat de bron is van al het verzet en datgene wat nu 'islam-terrorisme' heet. Een 'terrorisme' als antwoord op de westerse terreur en de terreur van het door het Westen gesteunde Israel. Datzelfde  Westen en Israel steunden in eerste instantie het moslim fundamentalisme, zelfs financieel. Over het waarom schrijft Robert Dreyfuss:

As during the Cold War, however, when the United States preferred Islamism to Arab nationalism, the Bush administration and its neoconservative allies have sometimes expressed their preference for the Islamic right, too... In Gaza and the West Bank, Ariel Sharon continued to toy with using Hamas, Islamic Jihad, and Hezbollah to undercut the PLO, and in 2006 Hamas emerged as the most powerful electoral force in Gaza.

In het begin waren de islamitische fundamentalisten voor het Westen en 'de Joodse staat' nog bruikbaar in het aloude koloniale politiek van verdeel en heers. De nationalisten in de islamitische landen waren doorgaans links-georienteerd, nationaliseerden de olie of andere vitale grondstoffen en  dat ging tegen de belangen van de grote westerse concerns in. Bovendien probeerden de nationalistische politici een onahankelijke koers te varen als onderdeel van de Beweging van Niet-Gebonden Landen om zo onder de verpletterende heerschappij van de VS en de Sovjet Unie uit te komen. Maar omdat alles in de wereld altijd in beweging is werd de invloed van de fundamentalisten steeds sterker toen de macht van de nationalisten steeds meer verzwakte door hun corruptie of omdat ze niet in staat waren hun beloften waar te maken. Daar hadden de 'briljante strategen en politieke analisten' kennelijk niet aan gedacht. Dreyfuss:

There is no question that the U.S. support for the mujahideen, most of which went to the hard-core Islamists, was a catastrophic miscalculation. It devastated Afghanistan itself, led to the collapse of its government, and gave rise to a landscape dominated by warlords, both Islamists and otherwise. It created a worldwide network of highly trained Islamist fighters from a score of countries, linked together and roughly affiliated to Osama bin Laden's soon-to-be established Al Qaeda organization. It left behind a shattered nation that played host to Al Qaeda and other assorted terrorist formation.

Overigens denk ik dat het bewapenen van de 'hard-core Islamists' geen 'catastrofale miscalculatie' is. Toen de Sovjet Unie volgens de interne rapporten van de CIA in de jaren zeventig aan het ineen storten was, moest de VS op zoek naar een nieuwe vijand om het militair-industrieel complex draaiende te houden. Tegelijkertijd beseften de machiavellistische beleidsbepalers dat door de bevolkingsexplosie  en de dreigende tekorten van de grondstoffen op langere termijn een gewapende strijd tussen arm en rijk in de wereld niet eeuwig uitgesteld kan worden. De strategisch opererende elite denkt wat dit betreft volstrekt anders dan de doorsnee mens. De aristocratie in een imperium is gewetenloos, macchiavellistisch. Laat ik twee voorbeelden geven. In 2004 schreef ik in het tijdschrift De Humanist over hoe president Nixon voorafgaand aan 1970 opdracht gaf om

te voorkomen dat Salvador Allende president van het democratische Chili zou worden. Dat moest met alle mogelijke middelen worden gesaboteerd. ‘Kan niet schelen hoe riskant… Laat de economie kermen,’ waren Nixon's genotuleerde woorden. Ondanks de Amerikaanse inmenging en schending van de soevereiniteit van Chili werd Allende tijdens vrije verkiezingen toch gekozen als nieuwe president. Onder leiding van de toenmalige Nationale Veiligheidsadviseur Henry Kissinger werd in het geheim ‘een strategie van destabilisatie, ontvoering en moord,’ ontwikkeld ‘met het doel een militaire staatsgreep uit te lokken,’ zo blijkt uit vrijgekomen documenten. Op 11 september 1973, de dag dat de Senaat Kissinger’s benoeming als minister van Buitenlandse Zaken sanctioneerde, werd Allende tijdens een gewelddadige staatsgreep vermoord. Omdat hier sprake was van een grove schending van de internationale rechtsorde verklaarde minister Kissinger tegenover de Senaatscommissie voor Buitenlandse Betrekkingen dat de Amerikaanse regering geen enkele rol had gespeeld in die militaire coup. Op zijn beurt beschreef de Amerikaanse marineattaché in Chili, Patrick Ryan in een intern rapport de elfde september tevreden als ‘onze D-day’ om vervolgens te concluderen dat ‘Chili’s coup de etat (sic) bijna perfect’ was. Onmiddellijk nadat de wettige en democratisch gekozen regering van Chili was uitgeschakeld, kreeg het militaire regime die de macht had gegrepen aanzienlijke economische en militaire steun van de VS. Dat in Chili intussen op grote schaal de mensenrechten ernstig werden geschonden, speelde daarbij geen rol. Integendeel, zo valt te lezen in een in 1999 vrijgegeven Amerikaans memorandum, waarin een gesprek tussen Kissinger en juntaleider Pinochet te lezen is. Het onderhoud vond plaats op 8 juni 1976, op de dag dat Henry Kissinger een toespraak zou houden voor de Organisatie van Amerikaanse Staten over het onderwerp mensenrechten. Gedwongen door de publieke opinie en het Congres moest hij als Amerikaanse minister van Buitenlandse Zaken in het openbaar enkele kritische opmerkingen maken over de martelingen en verdwijningen van politieke tegenstanders in Chili. Voorafgaand aan dit optreden zei Kissinger in een gesprek onder vier ogen geruststellend tegen de despoot Pinochet: ‘De toespraak is niet tegen Chili gericht. Dat wilde ik u zeggen. Naar mijn oordeel bent u een slachtoffer van alle linkse groeperingen ter wereld en bestaat uw grootste zonde erin dat u een regering omver hebt geworpen die bezig was communistisch te worden… We hebben de omverwerping van de pro-communistische regering hier met instemming begroet. We zijn er niet op uit uw positie te verzwakken… Ik wil graag onze betrekkingen en vriendschap bevorderen.’

Tweede voorbeeld:

In 1998 vertelde Zbigniew Brzezinski, de Nationale Veiligheids Adviseur onder president Carter tegen het Franse weekblad Nouvel Observateur dat de Verenigde Staten voor 1980 de voormalige Sovjet Unie bewust had geprovoceerd om Afghanistan binnen te vallen door in het geheim islamitische extremisten in dat land financieel en militair te steunen, waardoor ze een gewapende strijd tegen de pro-sovjet regering konden beginnen. Op de vraag of hij daar nu geen spijt van had, antwoordde Brzezinski: ‘Spijt waarover? Die geheime operatie was een uitstekend idee. Het had als resultaat dat de Russen in de Afghaanse val trapten en wil je dat ik dat betreur? De dag dat de Sovjets officieel de grens waren over gestoken, schreef ik aan president Carter, in essentie: ‘We hebben nu de gelegenheid om de USSR zijn eigen Vietnam Oorlog te geven.’ Deze geopolitieke strategie kostte een miljoen Afghanen het leven, maakte drieënhalf miljoen Afghanen tot vluchteling en verwoeste de infrastructuur van het toch al zo arme land. Met het oog op een ongestoorde oliedoorvoer vanuit de Kaspische Zee regio vielen in 2001, met als excuus de aanslagen van 11 september, de Amerikanen zelf Afghanistan binnen om er Hamid Karzai, de voormalige employee van de Amerikaanse oliemaatschappij Unocal tot ‘interim president’ te verheffen. Teneinde de steun af te kopen van de talloze oorlogsbaronnen doet Washington ondertussen niets wezenlijks tegen de explosieve groei van de opiumteelt. Volgens de VN is sinds de Amerikaanse inval Afghanistan weer ’s werelds grootste producent van heroïne. Tegelijkertijd zijn al vele duizenden Afghaanse burgers slachtoffer geworden van de Amerikaanse bombardementen, talloze malen meer dan op 11 september 2001 vielen. Desondanks hebben zowel de massamedia als de intelligentsia in Nederland hiervoor nauwelijks of geen aandacht. Bovendien wordt de beschikbare informatie niet in een bredere context geplaatst. Misschien wel het meest illustrerend voor het feit dat de schijn in deze gruwelijke farce de werkelijkheid heeft vervangen, was het nieuwsbericht dat de olie-adviseur Karzai door het modehuis Gucci tot de best geklede staatsman ter wereld is uitgeroepen. Zo werd de slechtst vermomde marionet op aarde alsnog een salonfähige icoon van het ‘nieuwe democratische Afghanistan.’

Nogmaals: 'That is fact.' Geschiedenis. Twee jaar geleden, in juli 2010 schreef de onafhankelijke Canadese onderzoeker Andrew Gavin Marshall, die zijn lezers de wereld door een andere lens laat zien:

Brzezinski explains that formulating a foreign policy based off of one single event – the September 11th terror attacks – has both legitimized illegal measures (torture, suspension of habeas corpus, etc) and has launched and pacified citizens to accepting the 'global war on terror,' a war without end. The rhetoric and emotions central to this global foreign policy created a wave of patriotism and feelings of redemption and revenge. Thus, Brzezinski explains:

There was no need to be more precise as to who the terrorists actually were, where they came from, or what historical motives, religious passions or political grievances had focused their hatred on America. Terrorism thus replaced Soviet nuclear weapons as the principal threat, and terrorists (potentially omnipresent and generally identified as Muslims) replaced communists as the ubiquitous menace. [5]

Brzezinski explains that this foreign policy, which has inflamed anti-Americanism around the world, specifically in the Muslim world, which was the principle target population of ‘terrorist’ rhetoric, has in fact further inflamed the ‘global political awakening’. Brzezinski writes that:

The central challenge of our time is posed not by global terrorism, but rather by the intensifying turbulence caused by the phenomenon of global political awakening. That awakening is socially massive and politically radicalizing. [6]

This ‘global political awakening’, Brzezinski writes, while unique in its global scope today, originates in the ideas and actions of the French Revolution, which was central in 'transforming modern politics through the emergence of a socially powerful national consciousness.' Brzezinski explains the evolution of the ‘awakening’:

During the subsequent 216 years, political awakening has spread gradually but inexorably like an ink blot. Europe of 1848, and more generally the nationalist movements of the late 19th and early 20th centuries, reflected the new politics of populist passions and growing mass commitment. In some places that combination embraced utopian Manichaeism for which the Bolshevik Revolution of 1917, the Fascist assumption of power in Italy in 1922, and the Nazi seizure of the German state in 1933 were the launch-pads. The political awakening also swept China, precipitating several decades of civil conflict. Anti-colonial sentiments galvanized India, where the tactic of passive resistance effectively disarmed imperial domination, and after World War II anti-colonial political stirrings elsewhere ended the remaining European empires. In the western hemisphere, Mexico experienced the first inklings of populist activism already in the 1860s, leading eventually to the Mexican Revolution of the early 20th century. [7]

Ultimately, what this implies is that – regardless of the final results of past awakenings – what is central to the concept of a ‘political awakening’ is the population – the people – taking on a political and social consciousness and subsequently, partaking in massive political and social action aimed at generating a major shift and change, or revolution, in the political, social and economic realms. Thus, no social transformation presents a greater or more direct challenge to entrenched and centralized power structures – whether they are political, social or economic in nature. Brzezinski goes on to explain the evolution of the ‘global political awakening’ in modern times:

It is no overstatement to assert that now in the 21st century the population of much of the developing world is politically stirring and in many places seething with unrest. It is a population acutely conscious of social injustice to an unprecedented degree, and often resentful of its perceived lack of political dignity. The nearly universal access to radio, television and increasingly the Internet is creating a community of shared perceptions and envy that can be galvanized and channeled by demagogic political or religious passions. These energies transcend sovereign borders and pose a challenge both to existing states as well as to the existing global hierarchy, on top of which America still perches. [8]

Brzezinski explains that several central areas of the ‘global political awakening’, such as China, India, Egypt, Bolivia, the Muslims in the Middle East, North Africa, Southeast Asia and increasingly in Europe, as well as Indians in Latin America, 'increasingly are defining what they desire in reaction to what they perceive to be the hostile impact on them of the outside world. In differing ways and degrees of intensity they dislike the status quo, and many of them are susceptible to being mobilized against the external power that they both envy and perceive as self-interestedly preoccupied with that status quo.' Brzezinski elaborates on the specific group most affected by this awakening:

The youth of the Third World are particularly restless and resentful. The demographic revolution they embody is thus a political time-bomb, as well. With the exception of Europe, Japan and America, the rapidly expanding demographic bulge in the 25-year-old-and-under age bracket is creating a huge mass of impatient young people. Their minds have been stirred by sounds and images that emanate from afar and which intensify their disaffection with what is at hand. Their potential revolutionary spearhead is likely to emerge from among the scores of millions of students concentrated in the often intellectually dubious 'tertiary level' educational institutions of developing countries. Depending on the definition of the tertiary educational level, there are currently worldwide between 80 and 130 million 'college' students. Typically originating from the socially insecure lower middle class and inflamed by a sense of social outrage, these millions of students are revolutionaries-in-waiting, already semi-mobilized in large congregations, connected by the Internet and pre-positioned for a replay on a larger scale of what transpired years earlier in Mexico City or in Tiananmen Square. Their physical energy and emotional frustration is just waiting to be triggered by a cause, or a faith, or a hatred. [9]

Brzezinski thus posits that to address this new global 'challenge' to entrenched powers, particularly nation-states that cannot sufficiently address the increasingly non-pliant populations and populist demands, what is required, is 'increasingly supranational cooperation, actively promoted by the United States.' In other words, Brzezinski favours an increased and expanded ‘internationalization’, not surprising considering he laid the intellectual foundations of the Trilateral Commission. He explains that 'Democracy per se is not an enduring solution,' as it could be overtaken by 'radically resentful populism.' This is truly a new global reality:

Politically awakened mankind craves political dignity, which democracy can enhance, but political dignity also encompasses ethnic or national self-determination, religious self-definition, and human and social rights, all in a world now acutely aware of economic, racial and ethnic inequities. The quest for political dignity, especially through national self-determination and social transformation, is part of the pulse of self-assertion by the world's underprivileged. [10]

Thus, writes Brzezinski, 'An effective response can only come from a self-confident America genuinely committed to a new vision of global solidarity.' The idea is that to address the grievances caused by globalization and global power structures, the world and America must expand and institutionalize the process of globalization, not simply in the economic sphere, but in the social and political as well. It is a flawed logic, to say the least, that the answer to this problem is to enhance and strengthen the systemic problems. One cannot put out a fire by adding fuel.

Deze analyse van de werkelijke problemen die razendsnel op ons afkomen of al deel van ons dagelijks bestaan zijn, staat mijlenver af van de Reader's Digest-versie in Mak's reisboek waarin hij zijn lezers vertelt dat 'de Amerikaanse houding jegens het buitenland... iets ongemakkelijks [heeft].'  Mak's analyse illustreert de gemakzucht van de polderintelligentsia die jarenlang elkaar de hand boven het hoofd heeft gehouden en zo rustig kon voortdobberen.
