How the Poorest Americans Dropped Out of Politics

In the 2008 election, lower-income Americans voted at significantly lower rates than higher-income Americans. This was not, in itself, news. Just as in 2004, more than 60 percent of voters came from families above the median household income of $50,000. That family income is a significant predictor of individual voting is a long-standing and oft-lamented fact of American political life.

But over the last several decades, inequality in the United States has worsened. Between 1973 and 2000, the richest one-fifth of Americans saw their family income grow by 66.9 percent, while the poorest one-fifth saw their income increase by only 12.1 percent. At the same time, poverty has become more geographically concentrated. In 1970, the average poor family inhabited a census tract where only 13.6 percent of the other families were poor; by 1990, it was double that - 27.9 percent.

Joe Soss and Lawrence Jacobs, professors of political science at the University of Minnesota, were curious to understand how these two trends, which have typically been studied in isolation, related to each other. What they found was that over time, while the probability of voting has declined for all Americans, the declines have been the steeper among people living in low-income counties, and steepest for low-income people living in low-income counties. As Americans have become more segregated by class, the trend seems to have exacerbated the participatory balance in politics.

Gisteren riep de voormalige VVD-ideloloog professor Frank Ankersmit in de NRC op om 'de Holocaustontkenning uit het strafrecht' te schrappen. Het argument is als volgt: 'laat die mensen vooral zeggen wat ze denken.' Ik ben het daar mee eens. Op die manier weten we waar de schurken zitten. Ik bedoel: moeten fatsoenlijke burgers een man als de Israelische president Simon Peres juridisch laten vervolgen vanwege het feit dat Peres de Holocaust op de Armeniers ontkende? "What happened to the Armenians in World War One was a tragedy but not a genocide." Deze zionist verklaart dit om het mogelijk te maken dat de Israelische luchtmacht in Turkije kan oefenen. Peres is natuurlijk een schurk, maar moet men die schurk laten veroordelen? Helpt het de beschaving om dit slag mensen te vervolgen? Dat is de centrale vraag.

Moet Eli Wiesel worden veroordeeld door een rechter omdat hij de Armeense Holocaust ontkent? Norman Finkelstein in mijn boek De Oneindige oorlog: Het vergelijken van de Holocaust met het lijden van andere volkeren betekent voor Wiesel een “totaal verraad van de joodse geschiedenis”. Deze houding bleek opnieuw toen hij en rabbijn Arthur Herzberg, zowel als het Amerikaans Joodse Comité en Yad Vashem zich terugtrokken uit een internationale conferentie in Tel Aviv over genocide, omdat de academische sponsors, tegen het dringende verzoek van de Israëlische regering in, bijeenkomsten over de Armeense zaak hadden ingepland. Wiesel probeerde tevens, in zijn eentje, de conferentie te laten afgelasten en lobbyde, volgens de Holocausthistoricus Yehuda Bauer, persoonlijk bij anderen om niet deel te nemen. Op aandringen van Israël verwijderde de Amerikaanse Holocaust Raad de vermelding van de Armenen bijna geheel, en joodse lobbyisten in het Congres blokkeerden een herinneringsdag voor de Armeense genocide. Gelukkig zijn er ook nog nuchtere visies, zoals die van Ismar Schorsch, president van het Joods Theologische Seminarium, die in 1981 de gedachte dat de Holocaust absoluut uniek is verwierp als “een onsmakelijke versie van het uitverkoren zijn”. Het is natuurlijk buitengewoon cynisch andermans leed te gebruiken om in wezen geld te verdienen en propaganda te maken voor Israëls bezetting en voor Israëls oorlogen en nu zelfs ook voor de Amerikaanse oorlogen.'

De vraag is: kan deze zieke houding door de rechter worden bestreden? Ik denk het niet.

Een lezer stuurde me de kaart van de Westbank zoals die er werkelijk uitziet.

The Bible contains at least two stories equating the aquatic with the amoral. As Red Sea pedestrians, Moses and the Israelites didn’t even get their sandals moist, while the Lord did some expert smiting on the pursuing Egyptians, by way of the gurgling waters closing in on them. And a few thousand years earlier, Noah kept his binary boatload afloat while all the rest of humanity (and the now extinct species of the animal kingdom) met their watery grave.

Even though this map of L’archipel de Palestine orientale (‘The Archipelago of Eastern Palestine’) is set in the same area and uses a similar theme, the cartographer behind it refutes any allegation that it is meant to reflect the same Biblical dry = good, wet = bad analogy. “The map is not about ‘drowning’ or ‘flooding’ the Israeli population, nor dividing territories along ethnic lines, even less a suggestion of how to resolve the conflict,” gasps Julien Bousac, the Frenchman who created this map.

A small excerpt of the map (focusing on the Greater Jerusalem area) was published a bit earlier on this blog, but the map in its entirety (sent in by Mr Bousac but also earlier by Baptiste Hautdidier) merits a separate entry, not only because “without a legend, it […] gives ground to various misinterpretations, due to the high sensitivity of the subject,” as Mr Boussac relates – but also because it just looks so nice. And strange, of course.

“Maybe posting the full map would help to take it for what it is, i.e. an illustration of the West Bank’s ongoing fragmentation based on the (originally temporary) A/B/C zoning which came out of the Oslo process, still valid until now. To make things clear, areas ‘under water’ strictly reflect C zones, plus the East Jerusalem area, i.e. areas that have officially remained under full Israeli control and occupation following the Agreements. These include all Israeli settlements and outposts as well as Palestinian populated areas.”

Mr Boussac took advantage of the resulting archipelago effect “to use typical tourist maps codes (mainly icons) to sharpen the contrast between the fantasies raised by seemingly paradise-like islands and the Palestinian Territories grim reality.” The map does have a strong vacationy vibe to it – but whether that is because of the archipelago-shaped subject matter, or due to the cheerful colour scheme is a matter for debate.

Those colours, incidentally, denote urban areas (orange), nature reserves (shaded), zones of partial autonomy (dark green) and of total autonomy (light green). Totally fanciful are of course the dotted lines symbolising shipping links, the palm trees signifying protected beachland, and the purple symbols representing various aspects of seaside pleasure. The blue icon, labelled Zone sous surveillance (‘Zone under surveillance’) has some bearing on reality, as the locations of the warships match those of permanent Israeli checkpoints.

Some of the paradisiacally named islands include Ile au Miel (Honey Island), Ile aux Oliviers (Isle of the Olive Trees), Ile Sainte (Holy Island) and Ile aux Moutons (Sheep Island), although the naming of Ile sous le Mur (Island beneath the Wall) constitutes a relapse into the grimness of the area’s reality. Taguba Saw "Video of Male Soldier Sodomizing Female Detainee"

In 2007, shortly after he was forced into retirement, Army Maj. Gen. Antonio M. Taguba made a startling admission. During the course of his investigation into the abuse of prisoners at Abu Ghraib, Taguba said he saw "a video of a male American soldier in uniform sodomizing a female detainee."

Taguba told New Yorker reporter Seymour Hersh that he saw other graphic photos and videos as well, including one depicting the "sexual humiliation of a father with his son, who were both detainees."

That video, as well as photographs Taguba saw of US soldiers raping and torturing Iraqi prisoners, remains in the possession of the Army's Criminal Investigation Division (CID).

Taguba said he did not discuss details of the photographs and videos in his voluminous report on abuses at Abu Ghraib because of the Army's ongoing criminal probe and the photographs' "extremely sensitive nature."

Taguba's report on the widespread abuse of prisoners did say that he found credible a report that a soldier had sodomized "a detainee with a chemical light and perhaps a broom stick."

The rape video, or photographs like it, "was not made public in any of the subsequent court proceedings, nor has there been any public government mention of it," Hersh wrote. "Such images would have added an even more inflammatory element to the outcry over Abu Ghraib."

Now, a report in Britain's Daily Telegraph this week stating that the photographs and video Taguba first described to Hersh two years ago were the ones the Obama administration has decided against releasing to the American Civil Liberties Union in a Freedom of Information Act lawsuit has done just that.

But the photographs described by the Telegraph are not those at the center of the five-year-old lawsuit between the Bush administration and the ACLU that Obama had agreed earlier this year to release.

Two weeks ago, after Obama decided against releasing the photographs, the Telegraph published a report along with several pictures depicting Iraqi prisoners being abused, implying that they were the ones Obama was withholding. That report was also incorrect, as the photographs the Telegraph published two weeks ago had first surfaced in 2006.

In zijn essaybundel 'Hidden History. Exploring our secret past' schreef de grote Amerikaanse historicus en voormalig directeur van de Library of Congress, Daniel J. Boorstin: 'Advertising, of course, has been part of the mainstream of American civilization, although you might not know it if you read the most respectable surveys of American history... Never was there a more outrageous  or more unscrupulous or more ill-informed advertising campaign than that by which the promoters for the American colonies brought settlers here. Brochures published in England in the seventeenth century, some even earlier, were full of hopeful overstatements, half truths, and downright lies... How has American civilization been shaped by the fact that there was a kind of natural selection here of those people who were willing to believe advertising? ... One of the tendencies of democracy... is the danger that rhetoric would displace or at least overshadow epistemology; that is, the temptation to allow the problem of persuasion to overshadow the problem of knowledge. Democratic societies tend to become more concerned with what people believe than with what is true, to become more concerned with credibility than with truth.' 

Credibility versus truth. Hoogste tijd nu om  'zelfstandig ondernemer' en PVDA-lid Heleen Mees te introduceren. In haar column in de NRC lezen we vandaag de volgende conclusie: 'Als de crisis iets bewijst dan is het dat de Amerikaanser economie veerkrachtiger is dan die van Europa en Japan bij elkaar.'  Zo, die conclusie is niet gering, vooral niet omdat geen enkele serieuze analist echt kan garanderen dat we het dieptepunt van de crisis zijn gepasseerd. We hebben hier duidelijk te maken met het fenomeen zoals die zo kernachtig door Boorstin werd beschreven: het adverteren, het aan de man/vrouw brengen van een ideologie, propaganda voor een bepaald mens- en wereldbeeld. Uit de woorden van mevrouw Mees blijkt hoe weinig ze van de geschiedenis van de VS kent. Kenmerkend voor het Amerikaanse systeem is dat het vanaf zijn allereerste begin het geografisch en economisch expansionisme alleen maar kon veilig stellen door permanent emigranten te werven. Die moesten het nog niet van de Indianen gestolen land bezetten, en nadat deze roof in de tweede helft van de negentiende eeuw was voltooid, moest de aanvoer van emigranten ervoor zorgen dat de lonen laag konden worden gehouden. Het zich snel ontwikkelende laissez faire kapitalisme noodzaakte een onuitputtelijke poel van goedkope arbeidskrachten, zodat de robberbarons zich optimaal konden verrijken. Dit proces is gedocumenteerd beschreven door Yale-hoogleraar Matthew Frye Jacobson in 'Barbarian Virtues. The United States encounters foreign peoples at home and abroad', waarin helder wordt aangetoond hoe 'capitalism's imperative for cheap and abundant labour'  onvermijdelijk een permanente aanvoer van emigranten onontbeerlijk maakte. Alleen op die manier kon het imperium worden veroverd en kon het naakte kapitalisme onbelemmerd blijven groeien. 

En dit proces gaat nog steeds ongestoord door, nu onder het mom van de vrije markt, met als gevolg dat Heleen Mees tevreden kan constateren dat een 'zelfstandige ondernemer' zoals zij toegang heeft tot  'een hoge service maatschappij' die 24 uur per dag tot haar beschikking staat. Ze vertelt alleen niet de keerzijde van dit systeem. Die kent ze niet, of ze verzwijgt dit. Hoe dan ook, in 2002 reisde ik met mijn gezin duizenden kilometers door de VS en kwam ergens in Zuid Dakota in the middle of nowhere in een motel terecht waar twee Indiers ons in het ernaast gelegen restaurant bedienden. Ik vroeg ze hoe ze daar terecht waren gekomen. Het antwoord was simpel, ze hadden een arbeidscontract van drie jaar. Na die drie jaar moesten ze de VS verlaten. Toen ik vroeg hoeveel ze verdienden antwoordden ze: 1 dollar per uur. 1 dollar??? Ja, en de rest moest van tips komen. Waar sliepen ze? Ze namen me 's avonds mee naar een houten kot waar een hele groep Indiers leefde. Ze werkten in ploegendiensten, en zo konden ze elkaar afwisselen.

 Op die manier blijft de VS een -- in de woorden van Mees--  'hoge service maatschappij'. Maar dat weet deze sociaaldemocrate niet, of ze verzwijgt het. En dat is opmerkelijk, want ook in New York werkt het restaurantpersoneel tegen een absoluut minimumloon en moet men het hebben van de 18 procent fooi. Toen ik een van de obers vroeg waarom hij dat accepteerde, zei hij dat als ze protesteerden ze onmiddellijk eruit gegooid werden. Het punt is namelijk dat de 'hoge service maatchappij' alleen mogelijk is door de lage lonen zo laag mogelijk te houden. En dat kan dankzij het feit dat de vakbonden geen vuist meer kunnen maken, en dat is weer het resultaat van het feit dat goedkope derde wereldbewoners die naar de VS gelokt worden, elk sociaal verzet kunnen breken. Voor jou, tien Aziaten. En zo is de cirkel rond. Op die manier kan Heleen Mees vanavond triomfantelijk in de 'slijpsteen voor de geest' melden dat 'vooralsnog het Amerikaanse systeem -- met een aanpassing hier en daar -- opnieuw 's werelds volgende supermodel' zal zijn. Hoera voor de door de burgers hier en in de derde wereld overeind gehouden 'vrije markt'. Uiteindelijk moet iemand dit failliete systeem redden. Opzij, op zij, opzij voor de ideologie van de powerfeministe.

Maybe We Should Take the North Koreans at Their Word


Shortly after North Korea exploded its second nuclear device in three years on Monday morning, it released a statement explaining why. "The republic has conducted another underground nuclear testing successfully in order to strengthen our defensive nuclear deterrence."(1) If the Obama Administration hopes to dissuade Pyongyang from the nuclear course it seems so hell bent on pursuing, Washington must understand just how adroitly nuclear arms do appear to serve North Korea's national security. In other words, perhaps we should recognize that they mean what they say.

From the dawn of history until the dawn of the nuclear age, it seemed rather self-evident that for virtually any state in virtually any strategic situation, the more military power one could wield relative to one's adversaries, the more security one gained. That all changed, however, with Alamogordo and Hiroshima and Nagasaki. During the Cold War's long atomic arms race, it slowly dawned on "nuclear use theorists" - whom one can hardly resist acronyming as NUTS - that in the nuclear age, security did not necessarily require superiority. Security required simply an ability to retaliate after an adversary had struck, to inflict upon that opponent "unacceptable damage" in reply. If an adversary knew, no matter how much devastation it might inflict in a first strike, that the chances were good that it would receive massive damage as a consequence (even far less damage than it had inflicted as long as that damage was "unacceptable"), then, according to the logic of nuclear deterrence, that adversary would be dissuaded from striking first. What possible political benefit could outweigh the cost of the possible obliteration of, oh, a state's capital city, and the leaders of that state themselves, and perhaps more than a million lives therein?

Admittedly, the unassailable logic of this "unacceptable damage" model of nuclear deterrence - which we might as well call UD - failed to put the brakes on a spiraling Soviet/American nuclear arms competition that began almost immediately after the USSR acquired nuclear weapons of its own in 1949. Instead, a different model of nuclear deterrence emerged, deterrence exercised by the capability completely to wipe out the opponent's society, "mutually assured destruction," which soon came to be known to all as MAD. There were other scenarios of aggression - nuclear attacks on an adversary's nuclear weapons, nuclear or conventional attacks on an adversary's closest allies (in Western and Eastern Europe) - that nuclear weapons were supposed to deter as well. However, the Big Job of nuclear weapons was to dissuade the other side from using their nuclear weapons against one's own cities and society, by threatening to deliver massive nuclear devastation on the opponent's cities and society in reply. "The Department of Defense," said an Ohio congressman in the early 1960s, with some exasperation, "has become the Department of Retaliation."(2)

Clinton Against Imposing New Iran Sanctions For Now

Image Washington DC - "How we proceed with sanctions depends upon on how the engagement works," Secretary of State Hillary Clinton told Congress Wednesday.

"Until we have tested, within the time period set forth by the president, where we think this engagement is going, I am not sure that adding new unilateral sanctions is really that helpful," Clinton told lawmakers.  She added, "At some point it might very well be."

Congress is currently considering legislation that would expand unilateral sanctions and target companies exporting refined petroleum to Iran.  The Iran Refined Petroleum Sanctions Act has 122 cosponsors in the House and 51 in the Senate.

Clinton called sanctions a "powerful tool" but cautioned that if new sanctions are deemed necessary by the administration, a multilateral approach would likely be more effective.

"We already have a lot of sanctions on the books but the most effective ones are the ones that we have been able to persuade a lot of our partners to pursue as well," she said.

Clinton told lawmakers that engaging Iran will make other countries like China and Russia more willing to agree to sanctions if those talks fail. 

President Obama has ruled out deadlines for diplomacy but said he would like U.S.-Iran talks to show progress by the end of the year.

Editor's Note:  The National Iranian American Council is opposed to new sanctions against Iran, arguing in part that imposing sanctions at this time would undermine diplomacy. In testimony to the House Financial Services Subcommittee, NIAC President Trita Parsi told lawmakers "After a decade-and-a-half of failed economic pressure and three decades of hostility, it is not sanctions or divestments that deserve another chance. It's diplomacy and the opportunity to use the leverage that existing sanctions provide in the context of a negotiation that should be given the space and time to succeed."

Every writer, of whatever genre, recalls one or two momentous encounters with a professional hero or mentor that either shaped their career, or gave them courage to continue. My most memorable such experience occurred in 1986 in Amsterdam, where a small group of leftish European and North American journalists gathered for dinner after a conference. As the evening unwound, I.F. Stone, known to almost everyone as “Izzy,” whose eyesight was failing, asked if I would walk him back to his hotel. How could I decline that request?

Through the narrow streets and over the canals of Amsterdam we walked in silence, Izzy no doubt pondering Socrates, whose biography he was completing; I, more nervous than a kid on his first date, trying to think of a conversation starter. The week before I had left for Europe, a right-wing database called Western Goals had made a file on me available to its corporate clients. A detective friend, able to hack into just about any data anywhere, found and gave me the file. Among other things, it described me as a “radical.” I was upset about that, fearing that such a characterization might limit, even ruin, my budding career.

“That’s a badge of honor,” Izzy growled. “You should wear it with pride.” What followed was a short dissertation on Edmund Burke, a conservative philosopher who, among other memorable things, said that “for every thousand people examining the branches of the tree of evil, you’ll find one examining the roots.”

“That’s radical,” said Izzy. “The Latin for root is radix … same derivative as radical. That’s what we do, isn’t it? We examine the roots of things … so we’re radicals. Let them call you what you are, and get on with your work.”

I have since that moment been comfortable calling myself a radical. So imagine my delight, as a fading investigative reporter, upon being asked to review a book about I.F. Stone, who, despite a controversial life and career, was clearly one of the most influential investigative reporters of our time … a book entitled “American Radical.” I will do my best to be objective, although I can already hear Izzy advising me to eschew the charade of objectivity, a worthy idea that in a world of war, injustice and mendacious government, is simply impossible to attain.

D.D. Guttenplan’s vivid and introspective biography contains far more delightful vignettes and unexpected intersections with true left luminaries and other global celebrities of the era. “American Radical: The Life and Times of I.F. Stone” recounts, in amusing detail, the long and productive life of a shy but clearly brilliant Jewish boy from rural New Jersey who began his writing career as a cub reporter, worked harder than most of his peers, penned heated polemics under various pseudonyms and eventually changed his total identity to I.F. Stone, the name under which, for two critical postwar decades, he wrote and published his legendary I.F. Stone’s Weekly newsletter, which became a teething ring for a whole generation of aspiring left-wing journalists, myself among them.

The Legal Saga of Abu Nakba

The judge: We will begin to hear the case of The State of Israel v. Abed Aghbariya. How does the defendant plead?

 The defense attorney: The defendant pleads not guilty, your honor.

 The prosecutor asks to call a policeman as its main and only witness to the witness stand.

 The policeman: The procession that took place on Independence Day in Umm al-Fahem was organized to mark what the minorities call “Nakba Day.” The defendant marched in the procession and chanted slogans denouncing the State of Israel and occasionally mentioning the word “Nakba.”

 The prosecutor: How many times, if you recall, did the defendant use the word “Nakba?”

 The policeman: More than ten times, and in various rhymes.

 The prosecution rests its case. The defense attorney announces that he is not interested in questioning the policeman. The prosecutor declares that the prosecution has proven all of the facts relevant for conviction under the new Nakba Law. The Nakba Law prohibits conducting any activity that “marks Independence Day, or refers to the establishment of the State of Israel, as a day of mourning or as a day of sorrow.” The court session is adjourned.

 

There is an even larger presence of local and international journalists at the second hearing on the case than at the first. Everyone is interested today in the great question that occupies the experts: What would be Abed’s line of defense? Would his defense attorney carry out the promise of the Union of Arab Lawyers in Israel and call witnesses to testify about the Nakba and the Palestinian historic injustice in order to justify the participation of Arabs in Nakba Day processions? The judge enters the courtroom and everyone rises in his honor. The defense attorney asks to call as a witness Abu Ali, a man of high esteem, 82 years old, from Umm al-Fahem. Abu Ali seems happy to have reached this occasion. He seems healthy, and physically steady. He testifies in Arabic, with simultaneous translation.

 

The defense attorney: Mr. Abu Ali, please tell the honorable court, what is your expertise?

 

Abu Ali: I am an expert in the affairs of bayt ajar – a house of mourning – and I am known as the greatest expert in this field in the Aghbariya neighborhood. For twenty years, I have participated in every bayt ajar in the neighborhood and no one has passed away without my participation in the prayers for him.

 

The defense attorney: Please explain to the court how it is customary and accepted to act in a bayt ajar?

Abu Ali: We read verses from the Qur’an and, throughout the day, we occasionally pray to God to have mercy on the deceased, to bring him into Paradise and include him on the list of faithful and righteous believers. The visitors who arrive are welcomed with a serious countenance, expressing sorrow and pain at the death of the deceased, as well as gratitude to the guests for their condolences.

    Photographs of alleged prisoner abuse which Barack Obama is attempting to censor include images of apparent rape and sexual abuse, it has emerged.

    At least one picture shows an American soldier apparently raping a female prisoner while another is said to show a male translator raping a male detainee.

    Further photographs are said to depict sexual assaults on prisoners with objects including a truncheon, wire and a phosphorescent tube.

    Another apparently shows a female prisoner having her clothing forcibly removed to expose her breasts.

    Detail of the content emerged from Major General Antonio Taguba, the former army officer who conducted an inquiry into the Abu Ghraib jail in Iraq.

    Allegations of rape and abuse were included in his 2004 report but the fact there were photographs was never revealed. He has now confirmed their existence in an interview with the Daily Telegraph.

    The graphic nature of some of the images may explain the US President's attempts to block the release of an estimated 2,000 photographs from prisons in Iraq and Afghanistan despite an earlier promise to allow them to be published.

    Maj Gen Taguba, who retired in January 2007, said he supported the President's decision, adding: "These pictures show torture, abuse, rape and every indecency.

    "I am not sure what purpose their release would serve other than a legal one and the consequence would be to imperil our troops, the only protectors of our foreign policy, when we most need them, and British troops who are trying to build security in Afghanistan.

    "The mere description of these pictures is horrendous enough, take my word for it."

 DEN HAAG -  Oud-minister Madeleine Albright is bereid zitting te nemen in de raad van toezicht van een nieuw onderzoeks- en opleidingsinstituut in Den Haag. Het gaat om een nog op te richten Haagse instelling die in samenwerking met de Universiteit Leiden moet uitgroeien tot een van de belangrijkste opleidingen op het terrein van vrede, recht en internationale veiligheid. Dat heeft een woordvoerder van de gemeente Den Haag maandag bevestigd.

 De voorlopige werknaam van de op te richten instelling luidt Institute for Global Justice. Een commissie onder leiding van bestuursvoorzitter Dirk Jan van den Berg van de TU Delft werkt aan het ontwikkelingsplan voor het Institute for Global Justice. De commissie komt in juni met het plan naar buiten.

 Albright heeft haar medewerking persoonlijk toegezegd aan burgemeester Jozias van Aartsen (VVD) van Den Haag, aldus de woordvoerder. De twee kennen elkaar uit de tijd dat beiden minister van Buitenlandse Zaken waren, tijdens de tweede ambtstermijn van president Bill Clinton. Van Aartsen was toen minister van Buitenlandse Zaken in het tweede kabinet-Kok (1998-2002). Ze werden vrienden en hebben ook na hun ministerschap contact gehouden.

 Den Haag profileert zich de laatste jaren nadrukkelijk als internationale hoofdstad van vrede en recht. De stad huisvest inmiddels tientallen organisaties en instellingen op dit terrein, waaronder het Internationaal Gerechtshof, het Permanente Hof van Arbritage, het Internationale Strafhof, Europol en het Straftribunaal voor het voormalige Joegoslavië.'

 In 2002 schreef ik dit in een artikel voor het tijdschrift De Humanist:

 4 maart 2000 wees Denis Halliday, de voormalige VN-coordinator van het Humanitaire Programma in Irak het Westerse publiek erop dat wij de mensenrechten in Irak op grote schaal schenden. Na uit protest te zijn opgestapt verklaarde hij in The Guardian: 'Ik had de opdracht gekregen om een politiek te voeren die voldoet aan de definitie van genocide: een bewust beleid dat in feite meer dan een miljoen individuen, kinderen en volwassenen, heeft vermoord. We weten allemaal dat het regime, Saddam Hoessein, de prijs voor de economische sancties niet betaalt… Het zijn de gewone mensen die hun kinderen verliezen of hun ouders door gebrek aan gezuiverd water. Duidelijk is dat de Veiligheids Raad momenteel zijn boekje te buiten gaat, want zijn acties ondermijnen hier het eigen handvest… De geschiedenis zal de verantwoordelijken afstraffen.' Mei 1996 verscheen de toenmalige Amerikaanse ambassadrice bij de VN, Madeleine Albright, in het befaamde CBS programma '60 Minutes.' Haar werd een reactie gevraagd op een VN-rapport waarin melding werd gemaakt van het feit dat als gevolg van de sancties en de Amerikaanse en Britse bombardementen die de infrastructuur volledig hadden verwoest, meer dan een half miljoen Irakese kinderen onder de vijf jaar om het leven was gekomen. De programmamaakster voegde eraan toe: 'Dat zijn meer kinderen dan in Hiroshima stierven… Is het de prijs waard?' Albright antwoordde: 'Wij denken dat het de prijs waard is.' Toen programmamaakster Lesley Stahl aandrong en de ambassadrice vroeg of de Amerikaanse regering 'zelfs met de hongerdood' van kleuters akkoord ging, rechtvaardigde Albright deze genocidale politiek met de opmerking: 'Weet je Lesley… het is moeilijk voor mij om dit te zeggen, want ik ben een humaan mens, maar mijn eerste verantwoordelijkheid is om ervoor te zorgen dat Amerikaanse troepen niet weer opnieuw de Golfoorlog hoeven uit te vechten.' Met andere woorden: een ongewapend, hulpeloos kind wordt opgeofferd voor een getrainde militair die zich wel kan verdedigen. Burgers worden opgeofferd voor militairen, de omgekeerde wereld, meer dan 1000 jaar nadat in het jaar 975 in het Zuid-Franse Le Pui voor het eerst in de geschiedenis de bescherming van burgers tegen oorlogsgeweld werd vastgelegd. Nog geen zes maanden na haar uitspraak werd Madeleine Albright bevorderd tot minister van buitenlandse zaken. Vier jaar later confronteerde de Australische journalist John Pilger de Amerikaanse onderminister van buitenlandse zaken James Rubin met haar uitspraak. Zijn reactie kwam erop neer dat Pilger te 'idealistisch' was. 'Bij het uitvoeren van politiek beleid moet men een keuze maken tussen twee kwaden… en helaas zijn de gevolgen van de sancties groter dan we gehoopt hadden,' aldus Rubin. Hij adviseerde Pilger niet zo naïef te zijn omdat er nu eenmaal een 'echte wereld' bestaat waar 'werkelijke keuzes moeten worden gemaakt.'

 De Nederlandse kranten als de Telegraaf en de Volkskrant verzwijgen deze informatie, waardoor niet bekend wordt dat een van oorlogsmisdaden beschuldigde Amerikaanse politica in de raad van toezicht van 'een van de belangrijkste opleidingen op het terrein van vrede, recht en internationale veiligheid' zitting gaat nemen. Dat daardoor 'vrede, recht en internationale veiligheid'  een farce worden interesseert de commerciele massamedia niet, en speelt dus geen rol. En ook onze politici spelen het spelletje mee. Geen enkel Kamerlid komt op het idee om hier eens vragen over te stellen. De gedachte alleen al benauwt ze. Ze betalen Albright liever voor haar geweldige inzet.

 Ook de academici in Nederland die hun status ontlenen aan de mensenrechten zwijgen in alle talen, en zo sluit de cirkel van de macht zich.'

Dat schreef ik gisteren. Vervolgens emailde ik deze informatie naar een vooraanstaande Nederlandse academicus, een groot pleitbezorger van de mensenrechten.

Je weet vast dat ik deel uitmaak van de driekoppige

commissie die Den Haag over dit alles heeft geadviseerd.

Wij gaan overigens niet over het aantrekken van mensen als Madeleine Allbright, maar anders

dan jij vind ik dat geen verkeerde keuze. Verder zal een Raad van

Toezicht zich niet gaan bezighouden met de dagelijkse gang van zaken

binnen het instituut. Dus voor mij staat het helemaal niet vast dat

er geen onderzoek zou kunnen worden gedaan naar zaken als de

Israelische aanval op Gaza. Als de dagelijkse leiding dat nuttig

vindt, zal dat zeker gebeuren.

 

Kan het zijn dat de rest van je mails nogal op de man is?

jaar 'de prijs waard'  was. Welke reden heb je daarvoor?

Wat wil ik hiermee nu zeggen? Het volgende: mensenrechten, beschaving in het algemeen, is in onze westerse cultuur vooral een instrumenteel wapen dat vanwege politieke overwegingen wel of niet gebruikt wordt. En omdat vooral de Nederlandse academici en de 'politiek literaire elite', zoals Hofland deze polderelite noemt, allereerst de consensus omarmen waarbij het kwaad in de ander wordt geprojecteerd, blijft deze elite vooral geleid worden door conformisme. En op het moment dat u of ik hen daarop betrap dan is hun enige reactie een donderende stilte, of in de woorden van deze academicus die zijn inkomen en status verdient met het bepleiten van het handhaven van de mensenrechten: 'Met die uitspraak was ik niet bekend. Daar laat ik het maar bij.' Vooral dat woordje 'maar'  is zo veelzeggend. Vindt u ook niet? En deze cultuur is volgens mevrouw Kluveld 'superieur', en zolang niemand dat tegenspreekt lijkt het ook zo. Mensenrechten is big business geworden.

Het was Socrates voor wie het Ken Uzelve het belangrijkste criterium was. Hoe kan een cultuur 'superieur' zijn wanneer het zichzelf niet kent en zelfs de behoefte daartoe niet heeft?

Israel will continue to allow some construction in West Bank settlements despite US calls for a freeze on its work, a government spokesman says.
Mark Regev said the fate of the settlements should be decided in peace negotiations with the Palestinians.
His remarks appear to be a rebuff to US Secretary of State Hillary Clinton, who said all such activity should cease.
Her comments came hours before Palestinian President Mahmoud Abbas was due to meet US President Barack Obama.
Mrs Clinton said on Wednesday there must be no exceptions to President Obama's demands for Israel's settlement work to stop.
Speaking to reporters after a meeting with her Egyptian counterpart, Mrs Clinton said that the president was "very clear" with Prime Minister Benjamin Netanyahu at their recent meeting that there should be a stop to all settlements.

Rival Livni is vital to Netanyahu, say analysts

NAZARETH, ISRAEL // Pressure is mounting on Benjamin Netanyahu, the Israeli prime minister, to bring the opposition leader Tzipi Livni into the government after last week’s difficult meeting with the US president, according to senior analysts.

 

Yaron Ezrahi, a political science professor at Hebrew University in Jerusalem, said Mr Netanyahu now understood that he faced a stark choice between clashing with the White House and ditching the far-right parties in his coalition.

 

During the talks in Washington, Barack Obama said he expected an immediate halt to settlement building, a move rejected by Mr Netanyahu’s main coalition partners and many in his own right-wing Likud Party.

 

The Israeli prime minister hinted this week he will probably renew the call for Ms Livni, the leader of Kadima, a centrist party, to join the coalition after his failure to tempt her into a unity government following February’s general election.

 

Highlighting the alleged threat of Iran’s gaining a nuclear warhead as the main danger facing Israel, he told his party on Monday the priority was to “reach as broad a national unity as possible to repel the danger. Our relations with the United States are important and we must preserve them”.

 

Prof Ezrahi said: “As long as Netanyahu didn’t know how obstinate Obama was going to be, he could afford to ignore all the signs coming from the White House. But after the talks in Washington, Netanyahu’s hand is considerably weaker.

 

“Netanyahu and Livni are now indispensable to each other.”

 

Tensions within the current coalition have mounted over the past week, particularly over indications that Mr Netanyahu may try to dismantle a handful of tiny outpost settlements as a minimal concession to the US administration.

 

The White House is demanding an immediate freeze on all settlement expansion in the West Bank to prepare the ground for a peace deal with the Palestinians.

 

Mr Netanyahu is opposed to the creation of a Palestinian state and is offering a much vaguer “economic peace”.

 

Yesterday, Dan Meridor, the intelligence agencies minister, met US officials in Britain in what the Israeli media described as an attempt to persuade the White House to allow continued expansion of the larger settlements in return for a crackdown on two dozen outposts.

 

Ehud Barak, the defence minister and leader of the much-diminished left-wing Labor party, is expected to convey the same message on a trip to Washington next week.

 

Last Thursday Mr Barak sent in security forces to dismantle one outpost, Maoz Esther, east of Ramallah, that consisted of five huts and two tents. There are more than 100 similar outposts across the West Bank, ostensibly unauthorised by the government and housing a few thousand settlers.

 

On Monday Mr Barak also approved “zoning notices” against a further 10 outposts, setting in motion proceedings that could eventually lead to their demolition.

 

He promised to dismantle a total of 26 outposts, a pledge Israel made to the previous US administration of George W Bush but has yet to fulfil.

 

Observers, however, were largely unimpressed by the supposedly tough new stance. It was the fourth time Maoz Esther has been dismantled and, as on previous occasions, the settlers were allowed back a few hours later.

 

Uri Avnery, leader of the Gush Shalom peace group, accused Mr Barak of conducting only “a performance of ‘demolishing outposts’”.

 

Nehemia Strasler, of the liberal Haaretz newspaper, argued that the spectacle was meant to “divert [US] attention from the construction taking place all over the West Bank”.

 

At a cabinet meeting on Sunday, the right-wing parties vied in denouncing Mr Barak, with one calling his move a “witch-hunt” against the settlers. The next day Mr Netanyahu tried to reassure his party by suggesting the crackdown on outposts would win US backing for Israel’s hard line on Iran.

 

Writing in Haaretz, Aluf Benn, another columnist for the paper, noted: “Netanyahu is in a trap: the more he tries to persuade Obama he can provide the diplomatic goods, the quicker his coalition will expire.”

 

Mr Netanyahu’s only saviour, according to Prof Ezrahi, is his chief rival for power, Ms Livni. He said the Israeli public expected unity from senior politicians during times of crisis and neither Mr Netanyahu nor Ms Livni would want to be seen wrecking the chances of a unity government.

 

“Israelis believe the country’s existence totally depends on US support and will judge harshly any leader who risks jeopardising that relationship. That is the most pressing political constraint on Mr Netanyahu.”

 

Ms Livni added to the pressure on Mr Netanyahu this week. She accused him of “bad management” and said Israel was “witnessing signs of a diplomatic collapse”.

 

Yesterday she criticised the government’s preference for the road map, a US peace plan from 2003, saying it delayed direct talks with the Palestinians for too long.

 

“Refraining from talking will bring us to a situation in which we won’t have a partner for talks,” she told Army Radio.

 

Ms Livni faces her own political constraints. Shaul Mofaz, her main challenger to lead Kadima, has been lobbying among colleagues against her earlier refusal to join the coalition.

 

He added that most Kadima legislators privately agreed with him on the need for a unity government.
